This leadership position is primarily responsible for analyzing, designing, installing, configuring, maintaining and repairing Exel’s enterprise data network infrastructure to ensure that performance and reliability meets and exceeds business requirements. The successful candidate for this position will be a motivated leader that communicates and interacts well with IT team members and professionally with internal and external customers.

Position is based in Mechanicsburg, PA (Harrisburg, PA)

Detailed Job Description

This role provides high quality technical leadership to the Exel Supply Chain business as it relates to IT Infrastructure Service Management required to delivery services to our customers. Specifically, this role is responsible for the following as it relates to directly the activities of the Network Management services team:

Technology Leadership and Direction

Directs and co-ordinates interaction with Business Unit Management Team – representing ISM in the development of Technology Strategy for the division and region.

Identify IT Infrastructure requirements in support of expanding business strategy

Directs efforts in assessing the fit of complex IT Infrastructure solutions and identifying gaps early for subsequent evaluation in the pursuit/solution development process

Identify opportunities where ISM can either improve service levels and / or reduce operating expense

Directs and co-ordinates productive business relationships with all levels of customer, business partners, and vendor management

Provide leadership to new infrastructure organizations due to business acquisitions

Provides senior oversight of detailed implementation and support activities, schedules, program estimates, resource plans, and status reports.

Provides management guidance and oversight to team

Communicates with VP,IT-Infrastructure, CIO or above regarding status of specific programs.

Directs and monitors infrastructure functions through subordinate managers.

Prepares timely communication to executive management providing status of all infrastructure services and systems.

Prepare and present monthly service level reports including: Project status; Network availability

Work with IT/ISM management to develop corrective action plan when service levels are not being met

Participation in Global projects as required.

Vendor Management

Manages the selection, purchase and installation of network devices, ensuring proper approvals and authorizations are acquired.

Manages the implementation of standards and practices.

Meets with vendors to discuss and resolve infrastructure problems, projects and administrative issues.


Prepare department budget, justify proposed expenditures, accurately forecast gross and net contributions on a monthly and annual basis. Be frugal with expenses and manage to prescribed utilization rates to meet both gross and net budget on a monthly basis. Monitor P&L’s and Account Analysis closely for accuracy and submit the appropriate corrective action if entries are in error. Take appropriate corrective action to meet budget if forecasts indicate a different outcome.

Apply broad understanding / knowledge of complex IT infrastructure components – e.g. networks, platforms, and operating systems

Requires minimal day-to-day supervision from IT management

Job Requirements

Education and Certifications

Bachelor of Science degree (EE, CS, etc.) Candidates without a Bachelor’s degree will NOT be considered

Vendor Certifications:
- Cisco Certified Network Professional (CCNP) - Required
- Cisco Certified Internetwork Expert (CCIE) - Desired

Technology Leadership

Six (6) years of managing a team of network engineers who supported large multinational WAN solutions
- Provides strategic vision, direction, motivation, training and performance reviews
- Recruits, develops, coaches and counsels subordinates

Fifteen (15) years managing large multinational WAN solutions
- Cisco Switches & Routers in a large data center environments
- MPLS, Frame-Relay, and VPN WAN topologies
- VLAN, HSRP, Spanning-Tree configurations
- Data network design focusing on redundancy and resiliency
- Ciscoworks, NetFlow and HP Business Service Management and/or HP Openview
- Fault isolation and remediation
- Capacity management, planning and reporting

Thorough knowledge of WAN, LAN and wireless network technology

A complete understanding of TCP/IP in addition to well-known ports and protocols

Network packet capture and interpretation experience

Experience developing and maintaining comprehensive network documentation

Hands-on experience with Wintel, UNIX and/or Linux operating systems

Experience with Firewalls, IPS / IDS and Load Balancers

Financial Management

Six (6) years of performing Budget Forecasting and Management ($7 Million Annually)
Understands financial principles (Accruals, Forecasts, Variance, Depreciation, Expense, Allocations, etc. Prepares department budget, justifies proposed expenditures, accurately forecasts gross and net figures
Manages and reports on utilization rates to meet both gross and net budgets on a monthly and annual basis
Monitors budget, account activity and Profit/Loss issues for accuracy and drives corrective action as needed

Provide on-call support and customer service 24x7x365 as needed (via Laptop, cell phone, home phone, etc.)
