Scope of the Job
Establishes, plans, and administers the overall policies and goals for information technology for the organization. Analyzes the needs of departments and establishes priorities for feasibility studies, systems design and implementation to develop new and/or modify the company's information processing and voice systems. Oversees implementations and upgrades to those systems. Works closely with personnel at all levels of the organization to maintain the integrity of products and projects from beginning to end.
The essential functions are the primary dimensions for performance review.
Responsible for overseeing application support, application training, programming, operations, PC and desktop support, network support, telecommunication functions, support services to include, mail services, edit, central registration and record retention and facility management of Faculty Clinic Building.
Performs duties as assigned for the position of University of Florida Unit Information Security Manager for this campus and its affiliated sites, to include College of Medicine, College of Pharmacy, College of Dentistry and College of Nursing.
Works closely with Privacy Officer to meet all regulatory requirements regarding privacy and security for this campus and its affiliated sites. Assists in risk assessment and remediation for both HIPAA security and HIPAA privacy issues.
Coordinates and manages the information technology needs and requests from all areas of the company, to include all clinic sites, ambulatory services, accounting, human resources, support services, central business office and administration.
Projects a solid understanding of the business impact of technology decisions, including the ability to weigh the business, financial and technical factors necessary to assure stability, availability and efficiency and recommend appropriate solutions.
Provides timely and effective communications to senior executive leadership.
Provides client awareness of services and capabilities provides by IS.
Evaluates, negotiates, and manages relationships with hardware, software, and service provider vendors to insure that the company is receiving appropriate services while maintaining effective working relationships with those vendors.
Directs managers and key IS personnel in all activities related to existing practice management products, accounting software and other IS related products.
Directs and coordinates installation and implementation of new software products and other IS related projects and upgrades to existing products.
Directs and oversees procurement of all IS related hardware needs for the company to include network and voice services.
Establishes staff performance criteria, tracks and evaluates goals and accomplishments and performs annual and periodic reviews for staff.
Prepares and presents operational and capital budgets for the department.
Chairs or participates on committees on and off this campus relevant to departments that this position is responsible for supporting.
Participates in vendor user groups.
Acts as liaison between IS and support services staff and user community.
Assists CEO of UFJPI with projects as assigned.
On call 24 x 7 for IS related issues.
Performs other duties as assigned.

SKILLS, QUALIFICATIONS, AND REQUIRED EXPERIENCE
Superior customer service skills.
Strong interpersonal skills to interact with staff on a variety of levels (e.g. Administrators, Physicians, Directors, Managers, Team Leads, Support Personnel), as well as strong verbal and written communication skills.
Proven ability to understand and communicate complex technical and business concepts and issues with internal and external personnel at all organizational levels
Excellent problem solving skills and the ability to analyze problems and craft solutions under pressure.
Strong planning and project management skills and ability to organize and prioritize issues and service requests from external and internal clients while managing multiple projects.
Strong analytical skills needed to perform programming and testing of new and existing products.
Proven budget management skills.
Minimum of 10 years experience in the top IS position ion a large group practice
Experience with an Electronic Health Record (EHR)
Experience with Physician Practice Management system
Successful track record in building and managing strong IT team (20 or more employees), including strategy, planning, budgeting, goal setting, mentoring, and professional development
Hands on experience with servers, PC and related hardware.
Substantial knowledge of medical billing, billing regulation and operational issues required.
Extensive knowledge of electronic commerce.
Substantial knowledge of HIPAA and other regulatory requirements for privacy and security.
Experience in developing and writing ROI (Return On Investment) and RFP (Request For Proposal) documents.
Management of IS relating to Human Resource and Accounting systems.
Experience in academic setting is preferred
Experience with EPIC EHR and revenue cycle preferred.
Experience with Lawson or Peoplesoft preferred.
Education and Certifications
Bachelor’s degree required.
