Under the direction of the CIO, with considerable latitude for independent initiative and judgment, t he Director of Technology Services will plan, direct and organize the day-to-day operations and oversight of projects for the Technical Services units of ITS and EMS. The Director of Technology Services is responsible for the management of activities and to supervise staff engaged in technical support of computing, network and telecommunications systems including system administration; virtual and SAN infrastructure, access and security management; capacity and configuration planning; problem diagnosis and resolution; establishing technical standards; analysis, design and implementation support of IT infrastructure; systems integration, and development of policies and procedures.
This position will work closely with the Director of Information Services to define and implement technology solutions according to business strategies and goals as set forth by the CIO. In addition, t his position will work closely with the Chief of EMS or designee to define and implement technology solutions that align with the strategic priorities and goals of EMS Bureau. This is a hands-on position
Responsible for the management and day-to-operations of the EMS and ITS Technical Services teams
Ensures Technology Services operations are managed effectively to support all BPHC Bureaus and Programs
Oversees the planning and management of BPHC’s VOIP implementation
Oversees the implementation of network security
Prepares operational information technology plans based on strategic plan and/or user needs
Plans, organizes, directs and evaluates acquisition, replacement, modifications, and retirement of computer systems, network infrastructure and telecommunications systems including: maintenance and support of software and hardware; facilities, staffing requirements
Ensures and supports high degree of reliability and availability of the information technology systems, and provides quality services to the users of the information technology systems.
Helps develop strategies to support current and future information technology needs
Implements best practices related to electronic data transmission, storage, HIPAA and other relevant security standards
Communicate effectively with cross-functional teams
This is a hands-on position.
Must be willing to work flexible hours including weekends and evening when necessary. On-call duties are required. Meets regularly with CIO regarding all aspects of program operations, including but not limited to matters pertaining to program staff and other confidential matters. Operates independently. Uses independent judgment and discretion to make decisions affecting the program and staff as it relates to program operations/services and BPHC policy.
Provides supervision to assigned staff. Makes and recommends management and personnel decisions regarding staff, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline. Represents management in grievance and arbitration process, including but not limited to hearing and adjusting grievances, and attending grievance and arbitration hearings.
Works in a confidential capacity. Operates independently. Uses independent judgment and discretion to make decisions affecting the department and staff as it relates to unit operations/services and BPHC policy.
Performs other duties as required.
Bachelor's degree in computer science, management information systems required;
Five (5) years of progressively responsible experience including at least two (2) years of administrative experience in a large educational, governmental, commercial or industrial organization, which includes responsibilities in planning, operational and project management, supervision of information technology staff.
Hands-on experience implementing and/or supporting Exchange 2007/2010, Cisco VOIP and network infrastructure, network security, Windows Active Directory, and Vmware.
Experience managing technology in a Emergency Medical Services is desirable.
Must have a working knowledge of the principles of personnel management, communications, project planning and management; operation and management of a virtual server, storage area network and data center network infrastructures; operation and management of VOIP telecommunications systems; design, construction, and quality control assessment of cable infrastructure and telecom closets; design, implementation and operation of wired and wireless networks; design, implementation and operation of low voltage networks; principles and techniques of analyzing and documenting business work processes for automation, management principles; fundamentals of telecommunication application and utilization; strategic and tactical information planning principles and techniques; information technology standards and applications; principles and methods of disaster recovery as related to computing and telecommunications facilities. Must have the ability to perform the basic functions of the position; plan, organize and direct work of others in the information technology field; work effectively with clients of the information technology; analyze situations accurately and take effective action; develop effective solutions to computer and telecommunications systems' problems and issues; develop strategic and tactical plans related to use and implementation of information technology; prepare clear, complete and concise reports
A valid Massachusetts license required.
