Virginia Department of Health is seeking a senior HR manager to serve as the agency Equal Employment Opportunity/Employee Relations (EEO/ER) manager. The EEO/ER manager directs and manages agency programs and efforts in EEO, conflict resolution and mediation, and the grievance procedure. S/he also works independently to provide consultation to agency managers on the most complex employee relations issues, serving as an agency expert on all employee relations issues. Provides employee relations consultation/guidance to Office of Human Resources staff and the agency HR network.

The EEO/ER manager serves as the agency expert in interpreting federal and state HR requirements as well as state and federal laws, regulations, and policies; tracks and analyzes the potential impact on the agency of new and upcoming legislation, and serves as an expert for VDH staff regarding all areas of state, federal, and equal employment opportunity requirements.

The EEO/ER manager independently leads, designs, and conducts workplace investigations; determines which policies, guidelines or practices have been impacted or violated; and recommends the most appropriate course of action.

The EEO/ER manager provides guidance to employees in the areas of employee relations, dispute resolution, grievances and EEO. S/he also develops and provides training to agency managers and supervisors in all areas of responsibility to ensure they know and understand laws and policies as well as best practices. Supervises a professional staff member providing support to the manager.

Minimum Qualifications

Extensive knowledge in human resources principles, practices and procedures, and federal and state laws, regulations, and policies relating to HR. Extensive experience in advising management in the areas of employee relations and/ or grievances. Ability to understand, analyze, and explain employment law and policy to employees of all levels.

Knowledge of grievance procedures. Demonstrated ability to evaluate program effectiveness, prepare comprehensive reports. Excellent oral communications. Experience conducting workplace investigations. Ability to respect and maintain confidential information. Extensive experience in evaluation and research and preparing narrative and statistical reports in response to requests for data and/or in preparation of internal/external reports. Excellent report writing skills.

Preferred Qualifications

Mediation program management experience is preferred.

College degree with emphasis in human resources, law, public or business administration, or related field is preferred. Prefer JD.

Relevant state experience is beneficial.

Special Requirements

Selected candidate must successfully pass an employment background/criminal investigation.
