Position Summary

The Electronic Health Records (EHR) Solutions Consultant /Engineer is a dynamic position that occupies a key role in EHR Program Management Office (PMO). S/he is an internal consultant working across City departments within the context of existing and/or proposed EHR PMO projects involving a variety of people, processes, systems, applications and technologies. The EHR Solutions Consultant /Engineer is challenged with analyzing client based, technology challenges and subsequently designing innovative, fiscally feasible and sustainable solutions; these will provide a solid foundation for decision-making, prioritization, resourcing and resultant project plans. Although the EHR Solutions Consultant/Engineer is primarily involved in the project initiation and analysis/design phases of the PMO methodology, as a program consultant, s/he may be required to fill the role of project manager, trainer, facilitator, process manager, etc. in order to ensure a full spectrum of client services through an entire project life cycle.

The Electronic Health Records Solutions Consultant/Engineer is responsible for developing innovative information technology and/or process solutions to address specific business objectives or solve business and technical problems for program and operational leaders in business units across the organization. These solution alternatives are developed by gathering and applying knowledge of the stakeholders/clients business, healthcare technology, public and ambulatory healthcare delivery, financial analysis, project management, process improvement and knowledge management within the context of the Philadelphia Department of Public Health. Success is achieved by guiding and assisting clients in the creation of innovative solutions that maximize one or more of the following:

Based on industry activities and organizational needs, The EHR Solutions Consultant /Engineer will identify opportunities to manage present issues and future risk points. The EHR Solutions Consultant /Engineer will lead and/or participate in technology strategy formulation.

The EHR Solutions Consultant/Engineer will use a methodological approach to assist clients in the identification of sustainable solutions to existing or future challenges. The Solutions Consultant will directly lead and/or interact with the client or project team to:

Define business problems/opportunities

Perform needs and risk assessments

Identify scope and business requirements

Develop project proposals, RFI, RFPs and similar documents

The EHR Solutions Consultant/Engineer will coordinate the necessary resources within and across City departments to research, conceptualize, design and develop solutions needed to solve challenges adversely affecting a portion of a clients business. Consistent with EHR PMO Project Management Methodology, the EHR Solutions Consultant/Engineer will:

Identify key stakeholders

Define solution team roles and responsibilities

Organize project kickoff activities

Collect and finalize needs assessment

Collect and finalize business requirements

Identify baseline technical requirements

Identify alternative solutions across multiple platforms/applications

Lead and/or assist with development of and tracking of RFIs, RFPs, charters and similar documents

Lead and/or assist with project charter creation

Lead and/or assist with contract negotiations

Development and deployment of project and process management methodologies

The EHR Solutions Consultant/Engineer will work with the PMO office team to improve existing methodologies and/or develop new approaches that will assist clients and team members in their success. The Solutions Consultants will:

Educate and supervise clients and/or internal IS staff in the proper use of methodologies developed or adopted by the department

Follow or develop standardized data collection, analysis and documentation procedures to support current and future knowledge management capabilities

Research new technologies and techniques being used in healthcare or other industries that could be adapted to help solve client challenges

The EHR Solutions Consultant/Engineer will exercise strong interpersonal and relationship-management skills to assure clients and all members of the project team share the project vision and understand project direction. The EHR Solutions Consultant/Engineer will:

Identify and coordinate subject matter experts within and across City departments during the exploration of alternatives and conceptualization of possible solutions

Communicate specifications clearly and intelligibly in oral and written form for a programmer, analyst or implementation partner to understand the problem and expected outcomes

Clearly articulate problems, issues, and potential solutions to team members, clients, and organizational administration

The EHR Solutions Consultant/Engineer will effectively manage resources and cross-functional work teams related to the definition, planning, implementation and evaluation of solutions. Consistent with PMO Project Management Methodology, the EHR Solutions Consultant/Engineer will:

Provide overall guidance and supervision to personnel who may be acting in a support role; meet routinely with project team members for project status reports

Provide guidance during the evaluation and acquisition of commercially available solutions. This will include development of requests for information (RFI), request for proposals (RFP), vendor selection and contract negotiations

Identify project management, staff and budgetary resources needed to facilitate the design, development and/or implementation of solutions

Identify, monitor and manage project risks from organizational and technical stances

Manage and/or assist with the implementation of projects

Facilitate the definition of project scope, goals and deliverables

Define project tasks and resource requirements

Update full scale project plans

Assemble and coordinate project staff

Manage within a project budget

Manage project resource allocation

Update project timelines

Track project deliverables using appropriate tools

Provide direction and support to project team

Perform quality assurance

Constantly monitor and report on progress of the project to all stakeholders

Present reports defining project progress, problems and solutions

Implement and manage project changes and interventions to achieve project outputs

Perform project evaluations and report assessment of results

Assist in the development of organizational policies and procedures

Demonstrate a working knowledge of process management techniques

Identify areas of concern or knowledge deficit and seeks assistance as needed

Working knowledge of departmental standard and system development methodology

Report status data to senior staff and stakeholders

Provide assistance to clients and customers across agencies as needed

Recommend and assist in the development mechanisms to decrease errors

Assume responsibility and demonstrate initiative

Document issues, risks, decisions, etc. as directed

Act as a change agent and supports clients in the migration from current to future state in most optimal way

Work collaboratively and constructively with team members to achieve program goals

Follow municipal and departmental cost control standards, i.e. monitors usage of supplies and equipment to eliminate and minimizes waste and/or misuse

Provide or facilitates a clean, safe, quiet and secure environment for all colleagues and clients

Demonstration of knowledge and understanding of software, project management and other relevant tools as required by the program

Participates collaboratively in staff meetings, committees, projects and teams to resolve conflicts and meet institutional goals

Identifies own learning needs and obtains necessary education to meet requirements of position
