Under close supervision, to receive classroom and on-the-job training in managing a caseload comprised of clients receiving assistance through one or more public assistance programs. To obtain, verify, analyze, evaluate and update financial, personal and social information from applicants and recipients of one or more assistance programs to determine eligibility for public assistance programs and related benefits.

This recruitment is for Mandarin speaking candidates only. If you speak Mandarin fluently, please specify that on your application. The ability to speak, read and write in Mandarin will be tested prior to hiring.

Successful candidates will have six months of experience eliciting information from clients/customers and accurately entering the information into a computer system.

This is a trainee level position within the Eligibility Worker series. Successful candidates must satisfactorily complete six months of training in order to stay in the position and be promoted to an Eligibility Worker II. If training is not satisfactorily completed, trainees will not be retained. Absence, during the training can seriously jeopardize completion of the program, so vacations will not be approved during the training period.

Typical Tasks:

For purposes of training/learning:
  • Analyzes, evaluates and verifies financial, personal and social information to determine eligibility and benefit levels for public assistance programs;
  • Initiates and updates budget records and other documents subject to approval and authorization by supervisory or managerial personnel;
  • Makes data entries, reads and interprets computer printouts and/or information on computer screens;
  • Organizes workload so that necessary records and documents are processed and updated within specific time limits and is responsible for the quantity and quality of assigned work;
  • Maintains and updates assigned manuals, handbooks, case management listings and other caseload management resources;
  • Contacts individuals, public and private agencies, businesses and other sources to verify eligibility data or to clarify documentation discrepancies or gaps in information;
  • Interviews applicants and recipients, elicits personal and financial information, and provides assistance in matters such as completion of forms, and obtaining required verifications;
  • Documents information received, such as determinations, referrals and requests made, agreements reached and supplementary comments;
  • Learns to recognize problems which may require referrals and makes referrals to Department social services programs or to other services or agencies;
  • Learns to implement program regulations, policies and procedures for applicants and recipients;
  • May conduct field visits to obtain or verify eligibility data;
  • Attends training;
  • Testifies at hearings and in court;
  • Performs other related duties as required.

Knowledge of:
  • Basic public contact skills and techniques of interviewing;

  • General goals of public assistance programs.
Ability to:
  • Reason logically and accurately;
  • Interview effectively (occasionally with very upset or angry persons) and elicit personal and financial information;
  • Learn to assess family relationships and situations;
  • Understand and follow complex instructions and procedures accurately;
  • Establish and maintain systematic records;
  • Make mathematical calculations;
  • Organize workload so that records and documents are completed and updated within required strict time limits and deadlines;
  • Accurately gather, record and evaluate information necessary to determine eligibility for public assistance programs;
  • Establish and maintain effective and courteous working relationships with other staff members and the public;
  • Learn how to read and interpret computer documents.
Veterans Preference Information
This recruitment has been identified as non-entry level by the Human Resources Director. Any veteran who has submitted a copy of their DD214 form, and received an honorable discharge within the last five years, will be given a preferential credit of five percent (ten percent for those identified as disabled veteran’s), after attaining a passing examination score for a numerically scored examination.
