The Emergency Preparedness Specialist at Plant Hatch develops, maintains and evaluates radiological emergency plans in compliance with government nuclear regulatory requirements. In addition, the incumbent schedules and coordinates on-site and off-site nuclear plant emergency drills and exercises; ensures public health and safety regarding possible exposure to radiation by developing emergency evacuation plans and negotiating emergency support agreements with appropriate governmental agencies; develops public information scenarios for drills and exercises; and maintains an effective E-plan public information program.
High School diploma required.
Technical degree desirable.
Two (2) years nuclear power, Navy nuclear or industrial work related experience.
Prior experience in support of the Emergency Plan/ERO (Emergency Response Organization) highly desirable.
Operations, Security or Health Physics experience highly desired.
Qualified to evaluate acceptability of changes/tests/experiments per 10CFR50.59.
Proficiency in Microsoft Office software desired.
Knowledge, Skills & Abilities:
Coordinate maintenance and testing of the site Emergency Response Facilities (ERFs) procedures and equipment to ensure continuous operability to include: all communications equipment, dose assessment tools (MIDAS system, ARDA), the web-based communications tool (WebEOC system), automated recall system (Dialogic), and personal communication devices.
Develop and create Emergency Preparedness drills and drill packages to include coordinating and scheduling drill activities and resources.
Perform lead controller duties from the Operations Support Center (OSC) and other facilities as needed.
Maintain the ERO on-call callout schedule.
Perform Quarterly ERO augmentation communication test.
Support maintenance and revisions to the E-Plan, Emergency Implementation Procedures (EIPs), and associated emergency group procedures and present as needed to Plant Review Board.
Screen Emergency Preparedness equipment issues and develop applicable 50.54q and contingency plans for equipment important to Emergency Preparedness as necessary.
Maintain Emergency Preparedness document control packages.
Maintain relationship with Local Emergency Management Agency's supporting Alert Notification System activities.
Maintain the Emergency Preparedness auto call out system (dialogic).
Act as the Emergency Preparedness operational experience coordinator.
Support initial and continuing training of the site emergency response organization.
Develop, maintain, report, and trend Emergency Preparedness Performance Indicator data.
Management ERO training qualifications database in Plateau.
Ability to build effective working relationships with federal, state and local personnel involved in Radiological Emergency Planning (REP) support.
Ability to keep accurate records.
Ability to report emergency preparedness data quickly and correctly.
Adeptness at creating interest in new ideas, products, methods, etc. in support of the Emergency Plan.
Good communication skills, both written and oral.
