DUTIES:
Provides on-site technical assistance and training to field office personnel in the installation of a variety of conservation practices that may include parallel terraces, ponds, waterways, irrigation systems, agricultural waste management systems, grass-based rotations, pasture planting, and forestry practices. Determines need and feasibility of practices as needed. Where usual practices are not feasible because of physical conditions, recommends alternative practices

Designs conservation practices and construction of all types of conservation practices.

Provides technical assistance to other agencies, such as, the Forestry Commission, Extension Service, Farm Service Agency, etc., on soil conservation practices.

Performs construction inspections on simple and complex structures for conservation systems. Trains conservation contractors in proper construction of practices according to requirements in specifications.

Performs drafting and other graphical work on a computer-aided drafting system. Maintains state-of-the-art knowledge in the use, application, and management of computer hardware and software applicable to available computer-aided drafting CAD systems. As necessary, trains others in the use of the system. Maintains the system equipment and the supplies for the system.

QUALIFICATIONS REQUIRED:
Candidates must have one year of specialized experience at the next lower level. However, in some instances education may be substituted for experience. If using education to qualify for this position, you must submit a legible copy of your transcripts showing you possess the education as indicated.

Specialized experience is defined as the following:
---For consideration as a GS-7, at least one year of full time experience (equivalent to the GS-6 level in the federal service) performing a variety of assignments with direction from the engineer in charge or a senior technician including: performing material testing; compiling, computing, plotting, and checking a variety of data for projects that demonstrates knowledge in engineering surveying and investigation, and design practices and structures; and using CADD to prepare sketches, drawings, diagrams and charts for excavation, embankment, structures, triangulation, profiles and traverses, etc., assisting field engineering staff in staking out work and to facilitate computation or quantities.

OR

hold a Bachelor's degree in engineering or a closely related field AND have also completed at least two semesters of graduate level coursework (18 sem hours) leading to a Masters degree in a field related to the duties of the position.

---For consideration as a GS-8, at least one year of full time experience (equivalent to the GS-7 level in the federal service) performing routine assignments of substantial variety and complexity with minimal supervision including: performing material testing; determining investigation, survey, and site data needs, and working with landowners to determine suitable alternatives to solve natural resource problems; designing engineering practices and structures; compiling, computing, plotting, and checking a wide variety of data for natural resource-related conservation projects (earthen dams, ag waste management systems, filter strips, water and sediment control basins, rock riprap slope protections etc.); using CADD and manual techniques to prepare sketches, drawings, diagrams and charts for several phases of projects such as excavation, embankment, structures, triangulation, profiles and traverses, etc; assisting field engineering staff in staking out work and to facilitate computation or quantities.

OR

have a Bachelor's degree in engineering or a closely related field and have also completed three (3) semesters of graduate level coursework (27 semester hours) leading to a Masters degree in a field related to the duties of the position.

--- For consideration as a GS-9, at least one year of full time experience (equivalent to the GS-8 level in the federal service) performing non-routine assignments of substantial variety and complexity with minimal supervision including: performing material testing; compiling, computing, plotting, and checking a wide variety of data for agricultural-related conservation projects (soil and water conservation, water quality protection, flood prevention, water management and environmental protection, etc.); using CADD and manual techniques to prepare sketches, drawings, diagrams and charts for several phases of projects such as excavation, embankment, structures, triangulation, profiles and traverses, etc; assisting field engineering staff in staking out work and to facilitate computation or quantities.

OR

Master's degree in engineering or a closely related field or have at least completed completed four (4) semesters of graduate level coursework (36 semester hours) leading to a Master's degree in a field related to the duties of the position.

This position does not require college education if you meet the specialized experience for the grade you are applying under. However, if you wish to be considered based on education, you must provide a copy of your college transcripts. Failure to do so will result in non-consideration for the vacancy if you do not meet specialized experience. If the titles of the course work you believe is relevant towards meeting the minimum educational requirements do not obviously reflect the nature of the class work please submit course descriptions from your college catalogue, or college professors.
