Internal Posting-Only Permanent NCDOT Employees or layoff candidates with the NC Department of Transportation eligible for RIF priority reemployment consideration as described by GS 126 may apply. Knowledge and understanding of the basic concepts, practices, and theories used in the technical specialty area with limited supervision. Perform routine or standardized work by collecting, reviewing, analyzing, verifying, computing, coding, updating, entering and processing field data, consulting investigation, evaluating, planning, and approval of asphalt design, production, placement, testing, acceptance and compensation. The work of this position is a combination of technical and clerical support. Position requires knowledge and skills to perform a variety of tests utilizing specialized laboratory equipment. Position will supervise lower level technicians. This position functions as a Journey Level Technician.

Knowledge, Skills and Abilities / Competencies:

Full knowledge and understanding of concepts, practices, and theories used in the asphalt quality management system. Displays an exceptional understanding of technical/professional information and demonstrates the ability to use it in practice. Full knowledge of equipment and materials used in highway construction. Thorough working knowledge to oversee compliance regarding the asphalt and asphalt placement. Knowledge and understanding of the QMS program objectives. Skill in the use of laboratory testing equipment, and in the use of office equipment such as calculators and computers. Ability to perform a variety of standardized assignments in the collection and processing of data. Increased detail is required in the operation of laboratory equipment. Ability to effectively use verbal and nonverbal skills to express complex concepts and related facts in a clear, concise, organized and persuasive manner. Ability to modify delivery, language or material to communicate effectively with engineering staff, NCDOT technicians, and contractor personnel. Must have a valid NC driver’s license in order to operate a state motor vehicle. Safety toe shoes are required.

Minimum Education and Experience Requirements:

Associate's degree in the assigned discipline; or equivalent combination of training and experience. Some positions may require certification. All degrees must be received from appropriately accredited institutions. . . .
