SALARY RANGE: $41,896 -- $66,880 CLOSING DATE: MARCH 8, 2013
DESCRIPTION: The Equal Opportunity Officer Lead/Advanced is the advanced or lead level of equal opportunity work. The employee is either a specialist in charge of one or more significant components of an equal opportunity program(s) or trains and assigns, evaluates and approves the work of lower level equal opportunity officers in implementing an equal opportunity program(s). Duties include, but are not limited to: planning, developing and coordinating specific equal opportunity program components, such as minority business enterprise, equal employment opportunity, and equal access (Title VI) programs; developing operating procedures and guidelines for one or more components of an equal opportunity program; providing guidance and advice to lower-level Equal Opportunity Officers in implementing equal opportunity programs, including investigating and resolving alleged complaints of discrimination; monitoring compliance to civil rights laws; providing training in civil rights and fair practice concepts and requirements, policies and procedures; providing outreach to minority individuals and groups; and preparing mandatory reports. The employee does not supervise. Employees receive general supervision from an equal opportunity program manager or other administrator. The work may require travel to investigate complaints of discrimination. The current vacancy exists at the State Highway Administration (SHA) located in LaVale, Maryland. The eligible list produced from this recruitment will be used for this position only.
Education: A Bachelor's degree from an accredited college or university.
Experience: Five (5) years of experience implementing an equal opportunity program in employment or equal access program and ensuring adherence to fair practice standards.
1. Additional experience directly related to protected groups in the areas of compliance with civil rights statutes or community and human relations may be substituted on a year-for-year basis for the required education.
2. Thirty (30) graduate credit hours from an accredited college or university in the fields of personnel administration, human resources management, business administration, public administration, statistics, tests and measurements or psychology may be substituted for one year of the required experience.
Licenses, Registrations and Certificates: Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland
