The purpose of this position is to provide administrative and program support to the management and operations of SIPI Facilities programs and projects in Albuquerque, NM.

INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Verification Form BIA-4432 must be submitted with the application if claiming Indian Preference. As a Facilities Assistant (OA), you will:
Use a personal computer to produce a wide range of documents.

Establishes and maintains databases pertinent to Facilities programsn and projects (budget, acquisition, facility master plan and vendors).

Serves as a receiving agent responsible for coordinating payments for a variety of service contracts.

Maintains administrative confidentiality in daily work activities in accordance with established program policies.

Makes travel arrangements.

QUALIFICATIONS REQUIRED: Applicants must meet the qualification requirements contained in the OPM Standards . For this position, they are listed below.

SPECIALIZED EXPERIENCE: For GS-06 is 1 year of specialized experience equivalent to the GS-5 grade level. Specialized experience involved performing a full range of facilities assistant duties to include establishing and maintaining databases pertinent to Facilities programs and projects, assist the Supervisor in the preparation of budget estimates and monitors expenditures against the approved allotments, makes travel arrangements, serves as a receiving agent for coordinating payments for a variety of service contracts, uses a personal computer and receives visitors and telephone calls. These examples are not all inclusive (refer to the summary of duties for specialized experience).

EDUCATION: Education is not creditable above GS-5 for most positions covered by this standard.

EDUCATION: To qualify based on education, submit a copy of your transcripts or list of courses with credit hours, major, and grade-point average or class ranking. Application materials will not be returned.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation is required. Appointment is subject to the successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.

DRIVING REQUIREMENT: The incumbent is required to drive a motor vehicle, and must possess a valid State Driver’s License. Applicants MUST submit a current GSA 3607, Motor Vehicle Operator’s License and Driving Record in order to receive consideration.

PROFICIENCY REQUIREMENTS: In addition to meeting the experience or education requirements, applicants must show possession of typing skills, and office automation (personal computer keyboard). Failure to provide OA proficiency will result in loss of consideration. Applicants may meet the office automation requirement by passing the appropriate test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office off Personnel Management local office or by self-certifying their proficiency.

Actively participates in institutional and program assessment and review programs.

CTAP/ICTAP : Department of the Interior (DOI) Career Transition Assistance Plan ( CTAP ) procedures apply in filling this vacancy. 5 CFR 330, Career Transition Assistance for Surplus and Displaced Federal Employees requires the following order of selection for this position:

a) At Bureau option, personnel actions listed in 5 CFR 330.606(b);

b) Any well-qualified SSP candidate who applies within the local commuting area (Surplus and displaced employees will be given equal consideration);

c) At Bureau option, personnel actions not subject to RPL;

d) Qualified RPL candidates in the local commuting area;

e) At Bureau discretion, any other former displaced well-qualified DOI employee, e.g. a well-qualified RPL candidate who applies from outside the local commuting area;

h) To be considered well-qualified , a CTAP/ICTAP applicant must meet the basic qualification requirements with a minimum score of 85 on the Assessment Questionnaire.
