Lockheed Martin is seeking a Finance and Budget SME to serve as a financial systems analyst who will work with the HQ US Marine Corp Finance team. This position is within the Headquarters Marine Corps Financial Evaluation and Assistance Team (MCFEAT) at RFA Headquarters in Arlington, VA. The Finance and budget analyst will work closely with RFA staff to identify and audit internal Marine Corps resources performing finance and accounting systems work in the field who need remediation or extra support.
This individual will perform systems analysis / audit services and will assist users, developers and outside agencies in the usage and enhancement of Marine Corps financial / budget systems. The position will be responsible for systems audits to ensure that USMC policy and procedures, in all areas of budget and financial accounting and reporting, are applied appropriately, and to ensure that system enhancements / maintenance implementations are in compliance with Federal mandates and new headquarters/field requirements.
The Finance and Budget Analyst will also develop and deliver training for end users to reinforce and educate on proper system usage. May be required to interface with other government agencies to research and apply USMC budget / financial policies.
May be required to travel worldwide.
Experience with Marine Corps Standard accounting and budgeting systems (SABRS)
Experience supporting the auditing of budget systems by GAO / Federal agencies.
Experience with Financial systemms auditing
Knowledge of standard federal accounting and finance procedures
Must demonstrate an ability to interface effectively with all levels of management from Agency Directors to unit level accounting clerks.
Must be adept at writing detailed system audit, requirements and detailed analysis reports, extracting information from USMC automated systems
Previous experience training systems users
Able to travel approximately 25% (CONUS and OCONUS)
SharePoint, ReportNet and COGNOS Programming; Marine Corps Total Force Systems (MCTFS) working knowledge; Other DoD Financial / Accounting / Budgeting Systems working knowledge; technical writing and training within background.
