Fiscal Assistant - Technical Support Specialist
Grade 23
Salary: $65,738
Location pay : $3,026

The Research Foundation for Mental Hygiene, Inc. (RFMH) is currently seeking to fill one (1) full- time, salaried position to serve as a Fiscal Assistant - Technical Support Specialist for Project Hope. This position will last approximately nine months depending on need.

Project Hope is a program that provides free crisis counseling services to persons, families, and groups most affected by Hurricane Sandy in New York City and Nassau, Suffolk, Rockland and Westchester Counties. Project Hope is funded by the Federal Emergency and Management Agency (FEMA) and administered by the Federal Substance Abuse and Mental Health Services Administration (SAMHSA) and the New York State Office of Mental Health (OMH) in conjunction with the RFMH. This position will be based in New York City.

DUTIES

Duties of the Fiscal Assistant - Technical Support Specialist will include, but are not limited to:

The incumbent of this position will report directly to the Statewide Fiscal Coordinator and will spend at least 80 percent of their work time in the field visiting Crisis Counseling Provider (CCP) agencies in NYC, Long Island and Westchester County. The purpose of these visits will be to:
  • Provide technical assistance to Project Hope CCP agencies to prepare them for future fiscal audits.
  • Review agencies fiscal policies and procedures to ensure conformance with generally accepted accounting principles.
  • Review provider accounting methods for Project Hope agencies to assure charges are appropriate and eligible for CCP reimbursement.
  • Ensure proper separation of duties to support proper fiscal functions with internal controls.
  • Sample provider records to assure sufficient documentation of source material and consistency with expense claims.
  • Review sample of employee time records for consistency with payroll information.
  • Reinforce prohibitions under the Crisis Counseling Grant including claiming of Administration and Overhead expenses and supplantation of federal funding.
  • Prepare written summaries of fiscal review findings for use by Project Hope management and by the provider agency to develop corrective action plans, if necessary.
  • Perform other, fiscal support functions as required by site visit findings.
QUALIFICATIONS

Minimum Qualifications:
  • A Bachelor's degree in Accounting.
  • Experience in auditing not-for-profit agencies providing mental health services.
  • Strong written and verbal communication skills are required.
  • Proficient with Microsoft Office suite of products including Excel and Word.
  • Solid organizational management skills.
  • Fluency in the English language.
  • The ability to work independently is essential.
  • Must have own car and a valid driver's license.
Preferred Qualifications:
  • Prior experience with Office of Mental Health audit protocols is preferred.
  • Knowledge of public finance in New York State.
