Marstel-Day, LLC seeks an experienced GIS Analyst for our Oakland, California office. This is a full-time position in which the incumbent will support senior management staff and planning staff on a variety of planning, encroachment management, conservation partnering, and sustainment assessments/projects. The incumbent will be both be a practitioner (data analyst and map maker) and will advise and assist other GIS staff in producing high quality, relevant GIS products. The incumbent must have, in addition to the requisite education and experience, a strong commitment to a conservation ethic, a strong desire to identify and support strategies for natural resource conservation, and a commitment to use green best management practices in the performance of their work.
The work requires the incumbent to apply independent judgment in managing priorities and coordinating work activities to meet established deadlines. Specific duties would include: GIS data management and creation, project coordination, supportive mapping, data analysis, and geo-spatial product production. Incumbent is expected to work on one or more projects providing high quality mapping analysis and technical assistance under tight deadlines.
The salary range for this position is $48,000-$55,000, and the final salary offered will be commensurate with the incumbent's level of education and experience. Primary Duties and Capabilities include:
Produce high quality GIS analyses and map products for a variety of company projects, and provide mentoring, advice and assistance to the other GIS analysts and researchers in the performance of their work.

Remain current on developments in GIS and evaluate their applicability to enhance Marstel-Day's work.

Perform advanced modeling and geoprocessing techniques such as land use modeling, terrain analysis and complex spatial analysis requiring the integrated use of various data layers.

Develop high quality custom maps and templates.

Procure and classify tabular, spatial and imagery data.

Gather, analyze, and integrate spatial data from clients, staff and stakeholders and determine how best the information can be displayed using GIS.

Lead collaboration with clients and stakeholders in GIS analysis to support decision-making.

Digitize map features into ArcMap from hard copy source material.

Design and develop project specific GIS procedures requiring programming and customization of GIS applications.

Convert data into the GIS from a variety of formats including CAD, raster images, tabular data, and KML.

Develop analytical methods and models with the manipulation of both raster and vector data.

Assist with training of technical staff and users.

Develop, create and maintain GIS spatial databases.

Administer GIS computers and support including software installation and maintenance.

Exercise sound judgment to independently define, investigate and resolve mapping problems and conflicts.

Effectively present and brief mapping analytics and results orally.

Qualifications: Applicant must have:
Minimum of 3 years of working experience in the field of GIS mapping support

A Bachelor's degree with emphasis on GIS in a related field (e.g., Computer Science, Planning, Geography, Community, Regional or Urban Planning, Natural Resources or Environmental Science) and a Certificate in Geographical Information Systems. A Master's Degree with emphasis on GIS in a related field is a strong plus.

Detail orientation, with strong map production skills.

Accomplished written and verbal communication skills.

Demonstrated knowledge of ESRI desktop GIS tools including ArcGIS Standard, and ArcGIS extensions.

Proficiency in use of Microsoft Word®, Excel®, Outlook®, PowerPoint®, Access®

Experience using Adobe Illustrator®, Adobe Photoshop® and Adobe InDesign® software as they relate to desktop publishing and GIS cartographic applications

A developing, but usable knowledge of Visual Basic, Python and other GIS related scripting language is a plus

Familiarity with open source GIS mapping applications and tools is a plus

Knowledge of habitat conservation, land use management, and natural resources is a plus

Knowledge of Military Installation Master Planning and Military Enterprise GIS systems (e.g. GeoBase, GeoFidelis) is a plus.

The incumbent must be eligible to work in the U.S. (DHS form I-9 must be completed by incumbent and submitted to DHS for verification through federal e-Verify system)

The incumbent will be required to submit to a criminal background check as a condition of any final offer of employment. Depending on the exact nature of the work the position may entail, the applicant may also be required to submit to a credit and financial background check. Duty Station and Residence

The incumbent's primary duty station will be at the Company's Oakland, California office.

Residence within, or willingness to relocate to, a federally designated HUBZone census tract within reasonable commuting distance of the Company's Oakland office is a plus (go to for more information on this requirement). A relocation reimbursement may be considered.

Essential Functions Description
The incumbent will normally work in an indoor, climate controlled work station or office, but may be frequently required to travel to various other sites and/or offices which may not be climate controlled; to manage and coordinate work by scheduling and undertaking airline, train or vehicle travel. Incumbent will be required to frequently organize and coordinate schedules, analyze and interpret data, engage in fast-moving problem solving, be expected to professionally work with and direct others in stressful situations; communicate quickly and precisely with co-workers and clients, craft written communication, including the use of e-mail and other electronic reproduction of words, graphs, and photos. Incumbent will be required to make regular use of and be proficient with computers, telephones, mobile communication devices, copy machines and printers.
