This responsible supervisory position reports to the Utility Field Operations Manager of the City's Utilities department and supervises the daily activities of the GIS Analyst. This position designs and implements a city-wide Geographical Information System (GIS); provides GIS and CADD support as required and develops GIS solutions; conduct cost benefit analyses.
Position Duties and Responsibilities:
Designs and implements a city-wide Geographical Information System (GIS).
Supervises assigned GIS Analyst(s); supervisory duties include scheduling and approving leaves; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; conducting performance appraisals; acting on employee problems; and recommending employee promotions, transfers, discipline and termination.
Reviews the work of subordinates and consultants for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.
Reviews base maps and GIS backbone to determine accuracy and completeness.
Tracks GIS progress with plan.
Update and Back-Up data/databases.
Coordinates field progress with other departments.
Research, Identify, analyze and design databases for various applications.
Provides departmental support with various GIS and CAD requests.
Coordinates meetings with consultants and contractors; provides feedback to consultants to correct problem areas.
Maintains detailed inventory of all GIS applications.
Conducts GIS needs assessment with each user.
Prepares Powerpoint presentations and exhibits for City Commission meetings and agenda items.
Recommends effective uses of GIS technology.
Orders equipment, software, supplies as required; procures training and sub-contracted services as needed.
Assists in planning GIS training.
Performs administrative/office duties as required, including attending and conducting meetings, preparing reports and correspondence, copying and filing documents, entering computer data, etc.
Receives, reviews, prepares and/or submits various records and reports including billing invoices, work requests, as-built drawings, spatial data, tabular data, field information, utility maps, street maps, plat maps, digital aerials, databases, memos, correspondence, etc.
Operates a computer, plotter, server, scanner, GPS, printer, calculator, copier, telephone, two-way radio, etc.
Interacts and communicates with various groups and individuals such as the immediate supervisor, other City department / division heads and employees, subordinates, developers, engineers, contractors, County government departments, consultants, and the general public.
ADDITIONAL JOB FUNCTIONS
Supervises the maintenance of all software, and assists other technical personnel in the proper use of CADD equipment.
Performs some CADD manual drafting work for special projects.
Assists the Programming Engineer in securing server data by backing up engineering files at days' end
Performs related duties as required.
Requires a Bachelor's degree in geography, engineering or related field supplemented by six years of experience in CADD, GIS, computer technology, engineering technology or related field, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
