IDB Chief Information Officer and General Manager of the

Information Technology Department (ITE)

Established in 1959, the Inter-American Development Bank (IDB) is today the leading source of development financing for Latin America and the Caribbean, with a strong commitment to achieve measurable results, increased integrity, transparency, and accountability. The Bank’s shareholders are 48 member countries, including 26 Latin American and Caribbean borrowing members, who have a majority ownership of the IDB. The IDB is headquartered in Washington, D.C. and has Country Offices in all 26 of its member countries in Latin America and the Caribbean, as well as Offices in Europe and Asia.

General Description

The Chief Information Officer (CIO) and General Manager of the Information Technology Department (ITE) holds primary responsibility for leading the management and operational support for information, communication networks, and technology services across the IDB. S/he is responsible for developing a Bank-wide Information Technology (IT) strategy, aligned with the Bank’s business strategies, and for overseeing its execution to ensure that the Bank’s information and communication systems are agile, secure, cost-effective, and effective in supporting the IDB’s goals and priorities.

The CIO leads business practices that support information flow, and identifies and develops the capability to use new tools in order to support enterprise knowledge resources and business intelligence. S/he manages the implementation of useful technology to increase information accessibility and integrated systems management.

The CIO is accountable for the Bank’s IT operations, IT service delivery, IT security, and leadership in the effective application of technology to support the mission of the IDB, both at its headquarters and in its field offices, and manages the Bank’s IT infrastructure, including the consolidation of corporate and operational systems through the successful implementation of ERP solutions. The CIO ensures interoperability amongst operations, corporate, and legacy systems and, through the provision of telecommunications and wide-area network services, connectivity between Headquarters and all IDB locations, as well as enhanced user experience.

A member of the Executive management team, the CIO reports directly to the Vice-President for Finance and Administration (VPF). The CIO currently directs, with the assistance of two Division Chiefs and two Unit Chiefs, a team comprised of approximately 100 corporate support staff specialists, a fourth of whom are in the field offices, plus approximately 175 contractual employees and contractors to deliver the programs required by the IDB. The CIO and his team also oversee the business relationship and services provided by an off-shore technology firm.

The Department’s annual administrative budget is approx. $35M and annual capital investments for IT projects related to business processes, information management, and IT infrastructure to meet organizational strategies and needs are approx. $22M.

Appointment Type:
Individual will receive a fixed-term contract appointment, typically of three years, which is renewable based on mutual agreement.

Main Functions and Responsibilities

The Chief Information Officer and General Manager of the ITE Department establishes an over-arching framework for the efficient and effective delivery of information, communication networks, and technology services within the context of the IDB’s diverse business lines and geographic locations. Specific position responsibilities include:

1. Leading and overseeing the development and implementation of the IDB’s Information and Technology (I&T) Strategy by:

Applying external and internal factors to strategy development to create a holistic system vision for strategies, plans, and work programs to provide business solutions to meet business needs.

Partnering with a wide circle of contacts, often globally, and involving them in generating mutually beneficial, long-term opportunities and negotiating win-win outcomes.

Leading and supporting IT governance forums and engaging effectively with Bank departments on strategy development, policy formulation, and investment prioritization; and

Providing oversight for IT architecture, governance, information security, and the promotion and familiarization of technological and behavioral issues related to cyber security.

2. Providing leadership in the effective application of IT to support the mission of the IDB by:

Ensuring that the IDB’s information assets are protected, well-managed, organized, and accessible to meet its needs as a knowledge institution.

Promoting awareness and adoption of new tools and technology-enabled work solutions and practices that will improve efficiency, productivity and effectiveness of Bank operations.

Raising business performance by actively supporting changes to business processes.

Consulting regularly with IDB management, senior staff, IT-related committees, relevant user groups, and other international organizations, and staying abreast of industry best practice. As necessary, leading and/or participating on high-level committees, task forces, or working groups on IT-related issues; and

Supporting internal investigations through the oversight of computer and data forensic analysis, while ensuring that safeguards are in place to guarantee individual and collective rights to privacy.

3. The CIO is supporting the implementation and successful deployment of Enterprise Resource Planning (ERP) solutions through OPTIMA, which is the IDB transformation initiative underway focused on efficiencies and continuous improvement. The CIO and ITE Department collaborate fully with the IDB OPTIMA Program Manager and Team in the implementation of the new ERP solution, ensuring that future Business Technology solutions delivered as part of OPTIMA are integrated and built on a solid technology platform that can be sustainable long-term. S/he is a member of the governing bodies of OPTIMA, both the Steering Committee and the Operations and Corporate Stakeholder Committees.

4. Managing IT operational services and investment responsibilities within constraints of stability, cost management and quality of service, while delivering high-quality, value for money IT services by:

Ensuring that business needs are being met with appropriate business solutions and services.

Maintaining high levels of customer satisfaction with IT services.

Ensuring that all IT services are delivered in a cost-effective way.

Overseeing the delivery of the portfolio of IT capital projects to ensure that projects deliver on their desired outcomes.

Protecting the IDB’s information assets and global infrastructure; and

Ensuring that IT operational risks are effectively managed, and IT facilities are robust and available to support the Bank’s business continuity and disaster recovery needs.

5. Developing, in collaboration with the Human Resources Department, a high performance, professional, and innovative IT professional workforce by:

Maintaining high levels of IT staff satisfaction, motivation, and alignment with the Bank’s mission.

Ensuring that IT staff have the skills needed to meet future business needs; and

Improving the diversity profile of the ITE department and of the Bank’s IT staff at large.

6. Working collaboratively with the Vice President for Finance & Administration and Management to e

ffectively leverage the capabilities of VPF, Human Resources, Procurement, Budget, project administration and support functions, identifying organizatio

nal synergies where possible and delivering seamless customer service both at Headquarters and in the Country Offices.

Overseeing the following IT functional areas:
IT Infrastructure Division:
responsible for designing, managing, implementing and maintaining the glo

bal information technology and telecommunication infrastructure of the Bank.

IT Architecture Division:
responsible for the development of policy, planning and technical guidance for the development, review and implementation of systems; for information management and business intelligence services; ITE business partners’ client relationships; and, for the management of the business relationship with an off-shored technology service provider.

Business Technology Solutions Unit:
responsible for the development, implementation, and maintenance of software solutions to support the Bank corporate business processes and operations.

IT Governance, Risk and Compliance Unit:
responsible for the support of corporate IT governance for policy-setting and capital investments planning for IT solutions and services across the Bank; the provision of the Bank’s IT project management framework, methods, tools and compliance monitoring of all IT projects; the development of IT security policies for the use of Bank information and technology assets; leading the risk assessment of information technology implementation, as well as operations risks associated with IT solutions; coordinating and leading the forensic investigations and e-discovery activities in partnership with authorized Bank management and committees; supporting and promoting IT quality assurance, change and release management programs; and coordinating IT controls with both internal and external auditors and with other IT organizations.

Qualifications

A seasoned and innovative IT technical expert with strong leadership skills, management abilities, strategic vision, emerging trend & best practice knowledge, and substantial experience in implementing and executing IT Strategies in international and complex organizations. An understanding of the work of the IDB or similar international organizations is a plus. The following requirements should be met:

An advanced degree (at least Master’s, MBA, or equivalent) in management, information management, information science/systems, or other relevant field. Experience in management positions in both public and private sectors would be highly valued.

At least 15+ years of relevant experience, with 10 years at the senior leadership level.

An extensive background/demonstrated track record in managing and overseeing complex and diverse IT operations, preferably in an international environment.

Substantial demonstrated experience in planning and executing an IT strategy, and in formulating, allocating, and evaluating major policy, programs, and projects in the IT area,

including enterprise resource planning solutions.

Proven leadership to understand and prioritize the feedback and ideas from groups of key stakeholders in order to successfully achieve IT goals and objectives.

Extensive prior experience acting in a role equivalent to that of CIO in the private and/or public sector with an impressive track record of being able to work effectively with senior management in order to develop and implement enterprise architectures and IT strategies that tie information technology to the objectives and goals of an organization.

Exceptional ability for strategic thinking

and

analytical perception

in planning and implementing IT strategies.

Strong understanding of the field of information technology and its potential impact on organizations, their reporting structure, and their business processes and/or operations.

Experience in the application of enterprise information security solutions to improve both business processes and service delivery.

Excellent planning, analysis, organization, negotiation, and written and oral communication skills, with particular ability to understand the implications of evolving business requirements for IT,

to explain complex IT concepts clearly and effectively

, and to formulate and communicate the business value of IT investments, expenditures, and related resources.

An excellent team player with collaboration skills and drive for results

for the successful completion of IT programs and projects,

who fosters a cooperative work environment. Outstanding interpersonal skills to effectively work with all levels of staff and key stakeholders

across the institution, including Management, the Board of Executive Directors, and with various IT-related committees.

Language Skills

: Excellent verbal and written communications skills in English and Spanish; working knowledge of Portuguese or French is a plus.
