T3W Business Solutions, Inc. is seeking experienced individuals for an immediate opportunity supporting the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic (MIDLANT) GeoReadiness Center (GRC). We are recruiting for these three positions:

Community Planning Liaison Office (CPLO) Geospatial Information System (GIS) Program Management.

  • Analyze CPLO program and define where GIS could best support. Develop long and short range plans to accomplish goals, define resource requirements, and assist CPLO manager in requesting funds. Develop Plan of Action for each base and overall Region to achieve goals.
  • Perform needs assessment for Region and Installation CPLOs to determine exact data needs from internal Navy and external Non-Navy sources. Overall objective is to determine opportunities and threats to testing and training missions at Navy installations, air, land, and sea ranges, special use airspace, military operating areas and training routes.
  • Oversee CPLO GIS Analysts daily work execution to meet milestones for goals.
  • Develop encroachment data layers within GRX to support CPLOs.
  • Communicate, coordinate, and collect geospatial data from various federal, state, regional, municipal, government and non-government sources within 14 states from North Carolina to Maine, and upload in GRX.
  • Participate in various planning studies, including Encroachment Action Plans, AICUZ, RAICUZ, JLUS, and other mission compatibility, transportation, and land use studies where GIS data is collected and used for mission compatibility analysis.
  • Support encroachment partnering projects, including their nominations and execution.
  • Support GIS & mapping needs of installation CPLOs.
  • Support GIS & mapping needs of the Chesapeake Bay Working Group tasked by OPNAV N45, which involves integrating all mission areas, threats and opportunities within the Chesapeake Bay AOR, and coordinating with other mission stakeholders and their GIS analysts.
  • Support Navy taskers where GIS analysis is required for mission compatibility.
  • Provide training to 14 Region/Installation CPLOs on use of GIS and GRX Systems.

Real Estate Geospatial Information System (GIS) Support.

  • Develop/Update GIS Real Estate data for all bases within the MidLANT AOR either through research of hardcopy documents, converting existing digital data, or incorporating mark-ups and updates from new surveys.
  • Assist Real Estate Specialists in IPTs in migrating processes and data into GIS. Participate on teams reviewing contractor GIS submittals.
  • Define and develop custom and standard Real Estate GIS products, including maps, web views, analysis, and future tools as a result of customer interviews. Perform complex analysis and data development using current industry tools and provide resulting data back in a format usable by the all users. Participate in the GRC Working Group to determine priorities for execution.
  • Provide training on all aspects of the Real Estate GRX tools, data editing, system access, and data analysis anywhere within the MidLANT AOR.
  • Perform business requirements definition and needs analysis for AM products and services within the MidLANT AOR and propose solutions for improvement that incorporate GIS and other GRC tools.
  • Participate as a Real Estate GIS subject matter expert in the development & deployment of RSIMS, GRX and M&A within NAVFAC Mid-Atlantic AOR.

In addition to the above experience, candidates for all positions must possess the following skills:

  • Managing GIS projects for a variety of business lines
  • Web implementation of GIS
  • ESRI software product line particularly ArcGIS and Model Builder
  • Enterprise Geodatabase Structure, Oracle, MS Access
  • Proper data development/analysis procedures for: field data capture, environmental feature development and analysis, geography and cartography, data analysis across unrelated web-services, and data development from imagery
  • Computer Aided Drafting Software and Data (AutoCAD) including Visual LISP, attached databases, and template design.
  • Industry standard Quality Control / Quality Assurance procedures.
  • Process Modeling and Documentation
  • The implementation of GIS technology at multiple locations
  • Analysis of Navy and non-Navy data to evaluate for mission compatibility (including three-dimensional analysis)
  • In-depth understanding of the following within the GIS Environment: SDS entity data structures; Development of Storm Water GIS geography and attributes; raster and vector data; versioning; topology; attribute data structures; data acquisition, entry, and database construction; spatial analysis in GI&S and cartographic representation; geocoding; metadata; digitizing; editing attribute and graphical data; data translators and raster images; floor plan creation and maintenance; experience working with technical, engineering, surveying, and/or facilities maintenance personnel; MS Office (WORD, EXCEL, POWERPOINT)

Candidates for all positions must have a recent favorable National Agency Check with Written Inquiries (NACI) and an FBI fingerprint check in order to obtain a Common Access Card (CAC). (If you currently have a CAC card, please state so in your resume.)

Individuals will be located at the Naval Base Norfolk, Virginia. The initial work schedule will be for 32 hours per week (for approximately 11 weeks) and then increase to 40 hours per week.
