We are seeking a Grants and Compliance Manager to work with grant-funded program managers, the Grant Finance manager, others to develop Bard’s institutional capacity to implement funded programs in an adequate control environment and in compliance with donor regulations. The Grants and Compliance Manager has expert knowledge of USG donor requirements and extensive grant management experience, facilitating, submitting, negotiating and managing grants, contracts and cooperative agreements; developing and implementing compliance measures; drafting & managing sub-recipient awards.

Duties and responsibilities will include coordinating and administering pre-award and non-financial post-award activities for all sponsored projects; regularly monitoring and documenting grant expenditures and grant funded activity to ensure compliance with federal regulations and specific terms and conditions of multiple grant awards. In addition, the Grants & Compliance Manager will provide support to program teams in preparing Requests for Proposals (RFP), maintain communication with all sub-awardees to ensure timely receipt of federally required reports and documentation in accordance with federal regulations and the terms and conditions of multiple grant awards and review and communicate award expiration dates, altered timeframes, milestones, and major changes in budgets to appropriate staff (Program, Finance, etc.)

The Grants and Compliance Manager will develop and implement a communication strategy for the delivery of grant and compliance related information among Bard’s funded programs and departments; establish policies and procedures to ensure compliance with all federal grant regulations and requirements; develop and provide training, tools and resources for staff on grants administration, donor rules and regulations, and Bard policies and procedures and communicate professionally and in a timely fashion with donors and partners to ensure effective grant management and advancement of program implementation.

Maintenance of Bard’s compliance on a number of federal grants, in close collaboration with department and program staff, taking a principal role on branding and marking, timekeeping, and using a an array of reporting requirements is a key role for the Grants & Compliance Manager. In addition, s/he will develop, implement, and train staff in the proper application of time-keeping, branding and marking, data collection and management, and programmatic reporting policies and monitor the application of these policies.

In addition, the Grants & Compliance Manager will review grant reports and communications with donors and stakeholders for accuracy and compliance prior to submission; attend donor meetings & trainings; serve as an institutional resource on compliance, participate in the review of new funding opportunities, and provide critical feedback on institutional eligibility and risk.

The Grants & Compliance Manager will maintain a close working relationship with program staff in Annandale and at all of Bard’s partner institutions and will conduct internal compliance audits on all funded projects, working with Development and Finance staff to streamline and maintain a single, accurate institutional database of Bard gifts, grants, contracts, and cooperative agreements.

The successful candidate will possess a minimum of a Bachelor’s degree in a relevant field, 5 to 10 years of progressive experience in federal grant management and extensive knowledge of USG grant regulations. In addition, refined professional writing and communication skills and experience with grants implemented internationally is preferred.
