Reporting to the Associate Director of Human Resources, the Human Resources Administrator performs a variety of complex and confidential administrative and technical functions to support the Corporate Human Resources Administration function. Under general direction, the incumbent will provide outstanding customer service and technical assistance on complex HR issues to campus administrators at 30 decentralized RF operating units located on SUNY campuses across the state. Working closely with members of the unit, the incumbent will develop and maintain corporate policy and procedures and keep abreast of changes in HR regulations. The incumbent is the lead on leave administration, time and attendance, non citizen employment functions. In addition, the incumbent will be functional liaison for the oracle HR applications.
DUTIES AND RESPONSIBILITIES
Provide a high level of customer service to campus colleagues and work with them to analyze HR issues and develop solutions that are consistent with Foundation policies and procedures. Ensure compliance with applicable state and federal regulations.
Administer the leave administration function for the unit. This includes paid time off and leave of absence, documentation and day to day questions on FMLA.
Administer non citizen employment function, keeping abreast of changes in immigration rules. Provide guidance to campus colleagues on E-verify and I-9 requirements.
As functional liaison for the oracle HR module, work with campuses to develop system requirements and solutions. Provide technical assistance in Oracle upgrades and enhancements. Responsible for troubleshooting issues, working on system upgrades and enhancements for Oracle HR applications. Develop end user documentation and required reports. Participate on oracle enhancement teams as required.
Develop and maintain Human Resources documentation on the web. This involves working with central office and campus staff in assuring approval and publication of material as needed. Work on special projects as needed.
Research HR topics and related specialty issues to provide technical assistance in developing policies and procedures and improving the effectiveness of the HR administration unit. Create efficiencies and enhance operations as opportunities arise.
Support learning and development initiatives at central office and across the enterprise, including Learning Tuesdays, RF mentoring program and other organization development teams as needed. This can include developing and delivering training programs for campus and central office staff.
Support the unit internal controls process for corporate Human Resources Administration. This involves creating and maintaining documentation, monitoring key controls identified, as well as evaluating and updating documentation and controls, as needed.
Participate on cross functional teams as needed. Work on or lead special projects of moderate scope.

Bachelor’s degree and minimum of three years experience or equivalent combination of education and experience. Strong Human Resources generalist experience with demonstrated knowledge of HR systems and reporting tools. Exceptional customer service skills. Strong analytical skills in addition to excellent written and oral communication skills. Ability to prioritize workflow and complete multiple tasks simultaneously and accurately. Knowledge of Federal and State employment regulations is required. Ability to be flexible and adapt to a changing environment. Strong team player willing to go above and beyond. Excellent PC skills. Experience with Oracle or similar business applications preferred.
