This position is responsible for working closely with contracted contingent workforce vendors and contingent workers, managing the vendor contracts, tracking and reporting on contingent workforce expenses and for providing professional and technical support to contingent staffing at Citizens. This position works within broad policy and organizational guidelines, independently plans and implements projects and reports progress.

ESSENTIAL FUNCTIONS: THE FOLLOWING ARE THE USUAL, BASIC AND ESSENTIAL FUNCTIONS OF THE POSITION. THESE FUNCTIONS ARE NOT TO BE CONSTRUED AS AN EXHAUSTIVE LIST OF ALL RESPONSIBILITIES, DUTIES, AND SKILLS REQUIRED.
  • Models ethical behavior and executes job responsibilities in accordance with Citizens core values and ethics policies.
  • Responsible for administering the contingency workforce function:
    • Provides contract management and leadership to a group of contracted contingent workforce vendors.
    • Manages the invoices for all contingent workforce except for IT; verifies timecards; maintains the databases for contingent workers (non-I.T. and I.T. contractors).
    • Coordinates with the CAT team in preparation for Mock Catastrophe exercises.
    • In the event of a catastrophe facilitates expedited vendor responses to ensure rapid and adequate coverage for internal customers.
    • Administers the recruitment and selection process for contingent worker requests, which includes coordinating as a recruiter, reviewing resumes submitted by vendors, sending them to hiring managers and serving as their liaison, while providing the highest level of staffing services to managers and supervisors.
    • Serves as primary point of advice, problem resolution, and facilitation in the contingent workforce area. Advises both contingent workers and management regarding Citizens policies, procedures, and documentation; researches, identifies, and analyzes specific contingent workforce concerns and makes appropriate recommendations to agency management, to include termination recommendations.
    • Ensures smooth running of Onboarding and release processes for contingent workforce.
    • Tracks and reports contingent workforce related expenses and monitors the variances against the Board of Governors’ expense budget.
    • Performs periodic audits relating to contingent workforce invoices and documentation.
  • Responsible for supporting a variety of business units during catastrophic events:
  • Coordinates with the CAT team in preparation for Mock Catastrophe exercises.
  • In the event of a catastrophe facilitates expedited vendor responses to ensure rapid and adequate coverage for internal customers.
  • Supports Employee Relations team in gathering recruitment-related information pertaining to ongoing investigations.
  • Works closely with other members of the HR team to accomplish team goals.
  • Monitors the HR Temporary Staffing mailboxes and responds to inquiries or assigns to other members of Recruitment team as appropriate. Provides general support to HR:

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Strong working knowledge Contingent Staffing.
  • Knowledge of federal and state employment laws and regulations, as well as of Florida statutes that apply to Citizens.
  • Ability to work with highly confidential and sensitive information.
  • Ability to communicate effectively, both orally and in writing, with all levels of the organization.
  • Excellent prioritization and organizational skills and strong ability to handle multiple tasks and projects and to adapt rapidly within a changing environment.
  • High level of attention to accuracy and to detail.
  • Intermediate proficiency in Microsoft Office Suite 2007, especially Microsoft Excel and Access.
  • Analytical skills and ability to use problem-solving techniques.
  • Demonstrated skill at working in a team-oriented, collaborative environment with a strong customer service orientation.
  • Ability to travel occasionally overnight.

REQUIRED EDUCATION AND EXPERIENCE:
  • Associate’s degree in field with transferable skills to position OR two years relevant experience OR a combination of college education and relevant experience equivalent to two years.
  • Two or more years of combined experience in HR administrative and HR recruiting work in a corporate setting. Additional post secondary education may substitute for required experience on a year to year basis.

PREFERRED QUALIFICATIONS:
  • PHR Certification
  • Bachelor’s degree
  • Three years HR recruiting-related experience
  • Experience working with temporary staffing agencies
  • Experience in property insurance industry
  • Basic knowledge of Org Plus

PHYSICAL REQUIREMENTS:

This position requires the ability to sit for long periods of time, hear and converse over the telephone, key frequently on a computer (2 or more hours per day), as well as the ability to bend, stretch, reach and grasp for filing.
