This position plays a key role in the daily operations of the human resource function at University General Hospital with responsibility for a broad range a human resource functions and services. The incumbent will have responsibility for facilitating the recruitment and retention of qualified applicants, recommending to management recruitment strategies to attract the best qualified applicants for open positions to ensure adequate staffing with competent personnel throughout hospital departments. He/she will partner with management to proactively develop and implement programs and services that ensure employee retention and engagement throughout the hospital. In addition, the incumbent will administer employee benefit plans, Work related injury program, HRIS system and HR policies, procedures and practices and appropriately respond to questions and concerns from employees and applicants. Also, he/she supports the development of employee communications, events and activities, promoting a positive work environment, and modeling a commitment to the organizations core values of integrity, compassion and innovation.


HRIS Management

  • Responsible for the system implementation and education.

  • Prepare periodic, recurring and on demand reports for management to utilize as a tool that can provide managers access to information that they need to legally, ethically and effectively support the success of their reporting employees.

  • Responsible for the setup and maintenance of the PTO accruals & balances, benefit selections & deductions.

  • Process and track all leave request

  • Recruitment and Employment

  • Under the direction of the Director, Human Resources, recommends and implements the most effective recruitment strategies, within budget, to attract best qualified applicants for specific openings.

  • Establishes and maintains a collaborative relationship with department managers, demonstrating proactive attributes by maintaining contact with hiring managers who have open vacancies, providing recommendations concerning applicants and offering assistance with employment related issues.

  • Using appropriate interviewing techniques and excellent interpersonal skills, and in accordance with applicable law, interviews and screens external applicants; assists employees requesting transfers and other services, to ensure that internal applicants are aware of appropriate opportunities within University General Hospital.

  • Utilizing appropriate techniques, ensures a thorough background investigation on all potential new hires prior to presenting a job offer; coordinates the pre-employment health review process with the Employee Health Nurse.

  • Serves as facilitator for New Employee Orientation.

  • Licensure

  • Partners with the HR Generalist to ensure that all employees in positions requiring licensure have the appropriate valid license, with documented evidence on file.

  • Partners with all levels of personnel to assimilate, process, and compile report data as needed.
  • Employee Benefit Administration

  • Serves as an in-house expert on employee benefit plans, participating in plan design and revision as requested by the HR Director.

  • Responds to employee questions regarding benefits, providing accurate and timely responses by acting as a liaison with the provider and/or ensuring the employee is referred to the appropriate party for prompt resolution.

  • Reconcile monthly insurance coverage. This reconciliation includes coverage enrollment/termination, carrier/payroll/COBRA notification

  • Compensation

  • Partners with Human Resources Director to prepare job offers to applicants, within compensation policy guidelines.

  • Serves as a resource for managers for on issues regarding merit increases, promotions, transfers and other pay adjustments at the direction of the Director, Human Resources

  • Resolves employee payroll issues with third party vendor

  • Partners with Managers to ensure accuracy and timeliness in payroll processing

  • Work Related Injury Program

  • Serves as an in-house expert on the program

  • Responsible for the program education

  • Responsible for collecting initial claim notice, coordinating any immediate care needs, communicating with the carrier and providers on the status of the claim.

  • Process and track all injuries.

  • Coordinate with payroll on any payroll adjustments that need to be made.

  • Employee Relations

  • Partners with managers to plan, develop and implement program and services that proactively address workplace issues, creating an environment that fosters employee engagement.

  • Maintains a current and accurate knowledge and understanding of Human Resource policies, procedure and practices for University General Hospital, advising employees and managers as appropriate.

  • Provides advice and counsel to management and employees on concerns, minimizing the need for external intervention.

  • Other

  • Actively supports other projects and events of the Human Resource Department as appropriate

  • Willingly accepts other duties as assigned by the HR Director


    Bachelor's degree or equivalent in Human Resources, Business, Organizational Development, Communications or Liberal Arts.


    Minimum of five (5) years prior Human Resources experience in a professional role required ; at least 3 years must be in a healthcare environment.


    PHR (Professional in Human Resources Certification) or SPHR (Senior Professional in Human Resources Certification) a plus .


    HR Generalist / Recruiter must be able to work in a stressful environment. Good visual and auditory acuity as well as good manual dexterity and the ability to be readily understood are essential.
