Regular, Full-Time, Non-Civil Service position with the Human Resources Department, Research Corporation of the University of Hawaii (RCUH) located in Honolulu, Hawaii. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: Responsible for coordination of HRMS efficient and effective operations by coordinating work with technical consultants and service providers. Coordinates HRMS upgrades, system security, modifications, testing, and general assistance to users. Coordinates all HRMS systems applications that are in development with technical consultants. These will relate to HRMS/RDBMS, Network, and Web systems. Advises Director of Human Resources and/or Senior Human Resources Manager of status of work-in-progress, systems modification, new designs, related applications, creates and/or modifies queries and reports, etc. Works closely with HR staff, users, and consultants to ensure that HRMS is implemented, updated, and effectively coordinated to maximize its capabilities, yet maintaining a user-friendly and cost-effective overall system. Provides end-user and internal staff training on new/modified system processes and/or applications. Assists with HRMS Payroll process for timely and accurate payroll. Serves as RCUH HRMS System Liaison on all computer related matters involving joint projects with UH.
PRIMARY QUALIFICATIONS: EDUCATION: Bachelor’s Degree from an accredited four (4) year college or university in Computer Science or related field of study (Associate’s Degree from an accredited community college in Computer Science or related field and at least five (5) years of experience to provide skills necessary to perform job functions may substitute for a Bachelor’s Degree). EXPERIENCE: Five (5) or more years of progressively responsible experience in systems analysis, computer application design, and networks. One to three (1-3) years of progressively responsible professional experience which demonstrates an ability to manage a computerized personnel/employee benefits/payroll processing & reporting requirements. At least three (3) years of experience working with and supporting hardware, software applications and peripherals (e.g., networking, printers, scanners, etc.). ABIL/KNOW/SKILLS: Extensive knowledge of modern computer programming methodologies, techniques and best practices for servers, desktops and peripheral equipment. Extensive knowledge of the applicability of data processing to a variety of situations and processes, including the design, operation and management of information servers and service. Thorough knowledge of the limitations, capabilities, uses, and service requirements of various computer systems, networking and related technologies. Ability to identify and evaluate new products, including software, hardware, peripherals, etc. Thorough knowledge of terminology, accepted practices and procedures of the programs, or systems analyzed. Knowledge of at least four high level computer languages. Considerable programming experience with Oracle or other relational database programs, and MS Office Suite. Working knowledge of RDBMS, network, and web systems. Some knowledge of programming, COBOL, SQL, and HTML/web systems. Strong knowledge in PCs, automated payroll systems, EFTP’s, and related electronic processing systems. Knowledge of audit and internal control requirements associated with payroll systems. Strong working knowledge of accounting, payroll and HR/employee benefits. Ability to prepare clear, detailed system specifications and the ability to produce accurate, efficient and well-documented computer programs from system specifications. Ability to plan, organize, schedule, and direct the work of professional and technical consultants. Strong PC applications (Microsoft Excel, Word, etc.). Process Mapping and Project Management skills. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check.
SECONDARY QUALIFICATIONS: Knowledge of PeopleSoft HRMS, PeopleTools, web-based applications for a relational database technology, PeopleSoft (or equivalent) system security, and system management (implementation, upgrades, testing, documentation, etc.). Bachelor’s Degree in Accounting or Management Information Systems (MIS). Knowledge of functions, principles and practices of the RCUH human resources and accounting systems and the UH fiscal system.
