Hazardous Materials Specialists work in the Environmental Health Division, which is the Certified Unified Program Agency (CUPA) for the county. Specialists perform inspections to ensure regulatory compliance at underground storage tank facilities, hazardous waste generators, tiered permitting facilities, hazardous materials handlers and above ground tank sites. They also respond to industrial and residential complaints and provide technical consultation and coordination of activities with city and county agencies.
This position will assist small businesses with the transition to online state applications and permitting called CERS (California Environmental Reporting System) which is a statewide web-based system to support CUPAs and Participating Agencies (PAs) in electronically collecting and reporting various hazardous materials-related data as mandated by the California Health and Safety Code and new 2008 legislation (AB 2286). Responsibilities will include providing support to both businesses and inspection staff with submission, approval and outreach. In addition, this position will perform inspections as needed to ensure compliance with state mandated inspection frequencies.
The current vacancy is an unclassified position. Unclassified positions are at will positions and are not covered by San Mateo County Civil Service Rules. However, the eligible list generated as a result of this recruitment may be used to fill future temporary, unclassified and permanent classified vacancies.
License/Certificate: Local regulatory staff must possess a valid California Underground Storage Tank (UST) Inspector Certificate issued by the International Code Council (ICC). New inspectors are required to pass the exam within 180 days from the date of hire and the certificate must be renewed every 24 months.
Experience and Education: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying, unless otherwise specified. Typical way to qualify:
Hazardous Materials Specialist II: Bachelor's degree from an accredited college or university in environmental health science, physical science, engineering science, industrial hygiene, chemistry, geology or a related field, and one year of experience in hazardous materials management which demonstrates significant responsibility in the areas of storage, transportation, handling and disposal of hazardous materials and/or hazardous waste; underground tank construction, monitoring and removal; or underground tank site remediation.
Hazardous Materials Specialist III: Same as above plus one additional year of experience which has included a minimum of six months in a regulatory agency. Knowledge of: Hazardous materials management, including its scientific background, technology, principles, methods, investigative techniques and problems; laws, regulations and codes governing hazardous materials; and basic practices in the transportation and disposal of hazardous waste.
Skill/Ability to: Interpret laws, regulations and data; advise and instruct others on compliance requirements of hazardous materials programs; work independently and as a team member; keep accurate records; prepare clear, concise reports and correspondence; establish and maintain cooperative working relationships with others; and use, repair and calibrate field equipment.
