Receives orientation & training on survey/inspection tasks & protocols, organization operational procedures, clerical & administrative processing of survey/inspection/investigation documents, and in conduct of onsite visits of state-licensed health care facilities (e.g., hospice care programs, ambulatory surgical facilities, free-standing dialysis centers, free-standing birth centers, free-standing rehabilitation facilities); and health care services (e.g., solid organ transplant, bone marrow transplant, adult and pediatric cardiac catheterization, open heart surgery, pediatric intensive care, pediatric cardiovascular surgery; and/or non-long term care Medicare provider/suppliers (e.g., hospitals, home health agencies, portable x-ray, outpatient rehabilitation, dialysis centers, rural health agencies, comprehensive rehabilitation facilities, ambulatory surgical centers, hospices) as may be required, as member of team, or as team leader in training (e.g., monitors progress of each team member, reviews documentation of team members for accuracy of findings and prepares team's survey/inspection/investigation documentation pertaining to provider/suppliers that are licensed or seeking licensure) in order to determine compliance with state laws, rules, regulatory requirements and Federal Medicare regulations as may be applicable. When assigned to inspection of maternity units or maternity homes, provides assistance to providers/providers’ staff relative to implementing and improving perinatal health care standards to include interpreting guidelines and standards of care. Lifts up to thirty (30) pounds (e.g., laptop computer, forms and paperwork needed to complete assigned tasks). Maintains confidentiality in performing all functions of the position.
Provides consultation and assistance to other members of the survey team by assessing health status through nursing techniques assessment to include identifying patterns of human responses to actual or potential health problems amenable to organization, supervision, and execution of nursing regimen, evaluation of nursing actions, health counseling, teaching and consultation and delivery of health care in specified health care setting as a registered nurse.
Operates a laptop computer using state provided software to prepare written reports of survey findings in accordance with applicable procedures and protocols; carries laptop, reference materials and survey/inspection forms to and from work sites; notifies supervisor of any problems that may jeopardize meeting survey/inspection/investigation and/or reporting timeframes.
Within acquired specialized knowledge or training, researches special problems, evaluates data and recommends corrective action to supervisor when assigned; attends-in-service training and other training programs as part of continuing education/training; works with staff of other units or agencies to facilitate effective review of survey findings and reports and to resolve consumer complaints; under guidance and supervision gathers evidence for cases that may involve legal action; participates in hearing preparations and hearings as member of team when survey or state survey agency licensure or certification decisions will result in legal action; prepares and delivers speeches to community groups, providers, consumers & other agencies as directed or assists in preparing speeches; drafts program correspondence in response to problems/questions; recommends changes in orientation/training materials related to survey procedures, evaluation materials and policies and procedures as requested; participates in development of standards, policies and procedures related to assigned discipline or provider/supplier types for which trained. As assigned, serves as a member of a Disaster Recovery/Business Resumption team, Incident Response Team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations.
Licensed as registered nurse in state of Ohio; 2 yrs. home health nursing exp., &/or hospice care exp., &/or acute care (hospital staff) exp. & /or long term care (nursing home) exp.; must be able to provide own transportation.
