Pre-RFP:
Work with account to build base-case
Work with CSE & team on early Win Strategy lab preparation
Work with delivery & SMEs to develop draft solution approach; conduct draft pre-RFP solution storyboard
Participate in meetings with the client in support of the CSE and AE
Prepare presentations, coach others in presenting and demonstration
Participate in presentations and demonstrations
Meet with potential subs, vendors and partners
Gather information, sizing data, unique requirements, business intelligence to share with the deal analyst
Gather and build documentation of the current mode of operations
Respond to deal analyst requests for further understanding (preparation for P2W)
Upon RFP Release:
Support preparation of pursuit budgets for solutioning resources
Prepare plan for pursuit solutioning activities / report status regularly
Orchestrate requests for resources as tower leads from delivery, elsewhere
Orchestrate requests for SME resources from delivery for Gap, solutioning
Review RFP and requirements
Work with various resources to make sure we are using accurate rates
- Primarily an OC responsibility
- But new rate structure this year has caused much analysis during deals
- Rates look to generate over-recovery, so RGM's and pursuit leaders require analysis
Coordinate Gap Analysis and reviews
Work with OC's to align RFP requirements with corporate CMT Tool
Coordinate solution development through tower leads and SME's
Consolidate solution into Solution Storyboard
Set up corporate CMT tool for cost inputs from tower leads
Coordinate costing through tower leads and SME's
Consolidate CMT cost inputs from tower leads for OC's (NBA's)
Support Win Strategy Lab preparation
Support Price-to-Win preparation and session (determines allowable costs)
Solution costs need to align with Allowable Costs
Coordinate costing reviews
Coordinate Peer Reviews and document results/action items
Coordinate TTAC Review and document results/action items
Support preparation of SOAR material
Coordinate DAIR preparation and reviews (DAIR Risk Log)
-Tower Leads and pursuit team all contribute to DAIR
Support preparation of RLT/SMR material
Work with Proposal Manager & Bid Manager on Pursuit Milestone Reporting
-This is a corporate requirement …. Certain milestones reported in PPM
Attend and support pursuit team meetings
Contribute to client Q&A
Support CSE and pursuit leader as solution lead for pursuit
Work with Implementation Manager on DDI estimate/plans/schedules
Work with Operations Manager on BPO estimates/plans/schedules
Participate in proposal reviews
Ongoing meetings throughout pursuit with HP Fellow
Escalate as necessary when issues threaten pursuit timeline
Generate analysis as required during deals by multiple stakeholders
Support orals
Participate in win/loss reviews after deals
Attend bidders conference
Manage subs and vendor relations
Prepare, review, edit, monitor and present MOU, SOU, SOW with vendors
Review and approve questions to be submitted to the client
Review question answers, determine their solution and cost impacts and disseminate the information across the team, ensuring answers get to the right resources
Maintain solution calendar
Maintain solution issues and action items list
Report solution status and escalate as needed
Be prepared to fill-in for any solution or bid resources that are missing (not staffed)
Mentor and guide a diverse group of SMEs with varying levels of skill to specific, measurable solution assumptions and estimates on effort.
Mentor and guide a diverse group of SMEs with varying skill levels on the appropriateness of specific tools and solution directions, particularly with how deliverable they are or how well they match up to customer requirements.
Mentor and guide a diverse group of SMEs with varying levels of skill to specific, measurable risk analysis.
Follow established GSS Best Practices for solutioning process

Qualifications
Education and Experience Required:

10 years experience in commercial or public sector. Advanced Educational degree preferred.

The ideal candidate would ...

Have experience with ITO and BPO at a major IT Service provider,

Have experience with Healthcare services, particularly Medicaid services,

Have experience supporting pursuits,

Have experience as a solution architect in designing solutions to support pursuits,

Have experience with Medicaid Eligibility, Health Information Exchanges, ICD-10 requirements, healthcare cost containment, or Medicaid Management Information Systems.
