Under limited supervision, performs advanced level professional work in functional areas as assigned including employee relations, equal employment opportunity/affirmative action, coaching, counseling, discipline and grievance processing and personnel records maintenance.

Examples of Duties:

Coaches supervisors and managers regarding employee relations issues as they relate to applicable policy, procedure and general employment law. Collects, analyzes and presents routine and complex data and/or information efficiently. Conducts investigations into alleged employee misconduct and recommends level of discipline. Drafts investigative reports and disciplinary memorandums; responds to EEOC complaints; represents the City's position in disciplinary appeal hearings and other complex employee relations matters. Acts independently within appropriate position authority to carry out assignments without detailed instruction or guidance. Directs the city's unemployment compensation program, light duty placement, participates in research, development and implementation of H.R. programs, special projects and related activities. Organizes work and maintains effective documentation of work performed. Maintains regular attendance and punctuality. Performs all other duties as assigned.

Typical Qualifications:

Knowledge of local, state and federal laws and regulations governing human resources functions such a FMLA, Title VII, COBRA, ADA, FLSA and Unemployment Compensation. Working knowledge of human resources principles and practices, employee relations principles and practices, general employment standards, and customer service principles. Ability to effectively handle conflict and sensitive employee issues; provide leadership to effectively resolve issues; excellent oral and written communication skills; ability to conduct internal investigations and bring issues to an effective resolution including documentation; ability to establish and maintain effective working relationships with employees, vendors, City Council and general public; ability to prioritize, manage and coordinate multiple assignments; ability to analyze and interpret policy and procedure and maintain confidentiality.

Bachelor's Degree in Human Resources, Public Administration, Business Administration or related field from an accredited college, and 3 years of recent professional level human resources experience, preferable with a focus in employee relations; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.

This position will work indoors and may be exposed to motion/operations and long periods of sitting.
