THIS IS PAID POSITION.
The human resources manager manages the day-to-day operations of the division human resources office. Advises management to improve workforce productivity, quality, skills and flexibility to enhance overall organizational effectiveness.
Bachelor’s Degree plus five years related experience in human resource management, which includes at least two years in a supervisory capacity. Excellent oral and written communications skills and demonstrated ability to maintain effective relationships with management, employees, and the general public required. Basic knowledge of Word and Excel computer applications necessary. Attention to detail and the ability to meet deadlines are essential.
The position requires attainment of either the Professional in Human Resources (PHR) certification or the Senior Professional in Human Resources (SPHR) certification within two years.
Manage staffing and selection.
Manage training and continuous learning.
Manage division employee relations program.
Manage division pay and benefits.
Ensure compliance with agency human resources policies and with external regulations.
Perform other related duties as required.

Division is staffed with qualified employees and maintains a low vacancy rate.
Employees are appropriately trained and well skilled.
Employee complaints are resolved quickly according to agency procedures.
Division payroll is accurate and benefit programs are communicated effectively.
Division is in compliance with human resources policies as well as external regulations.
