Ke'aki Technologies has an exciting opportunity for an IT Application Specialist - Oracle . The position will be located at U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Frederick, Maryland.

The IT Application Specialist - Oracle will be assigned to sustain USAMRIID’s Clinical Data Management System (CDMS).

Act as Subject Matter Expert for Oracle Web Logic.
Act as Oracle Discoverer Administrator.
Work with USAMRIID Data Manager to construct electronic clinical data capture forms utilizing Commercial-Off-the-Shelf (COTS) software. Tools used will be Oracle’s (Phase Forward) Inform and Omnicomm’s eClinicial Suite.
Act as single-sign-on (SSO) subject matter expert for the CDMS.
Serve as the Primary or Secondary Application Specialist on one or more systems in the IT Portfolio. Each system may be supported by more than one Application Specialist.
Utilize techniques in Systems Analysis, Data Modeling, Process Modeling, System Design, System Construction, Application Architecture, Database Design, Input & Output Design, User-Interface Design, and Object-Oriented program to sustain and develop systems in the IT Portfolio.
Sustain existing systems in the IT Portfolio. Sustainment is the ongoing maintenance of a system after it has been in operation, including system improvements. Sustainment activities shall include many of the following: updating user accounts, maintaining software libraries, correcting errors (bugs), unit testing, system testing, providing version control, updating documentation, end-user training, end-user assistance, producing reports, data mining, transferring data sets, system enhancement, system reengineering, and system decommission.
Utilize techniques in Evolutionary Prototyping to develop systems for the IT Portfolio. Evolutionary Prototyping involves building robust prototypes in a structured manner for deployment. As new requirements emerge, the previous prototype is refined and expanded to fulfill the new requirements. The COTR will approve all system requirements prior to Application Specialist development.
Provide end-user training and training documentation for IT Systems.
Ensure that their assigned systems within the IT Portfolio meet AR 25-2 and any associated Security Technical Implementation Guides (STIGs).
Work with management to define sustainment and development tasks required for each system in the IT Portfolio. Each Application Specialist shall provide a weekly status of each task via the Project Tracking System.
Be proficient in the software tools utilized for each system that they are assigned in the IT Portfolio. Depending on the system these software tools can include Oracle Database, Oracle Forms, Oracle Reports, Oracle Discoverer, FileMaker, Cold Fusion, Microsoft Office & Developer Tools, SharePoint, TOAD, Java, UNIX and Linux.
Work on teams supporting IT Portfolio systems. The teams can consist of Civilians, Military, and Contractors.
Prepare briefings and demonstrations for senior management for systems that they are assigned in the IT Portfolio.
Ensure the Institute data is protected in accordance with Personal Identifiable Information (PII) polices and Health Insurance Portability and Accountability Act (HIPAA) regulations.
Comply with 21 CFR Part 11 (Electronic Records; Electronic Signatures) when assigned IT Portfolio systems that support clinical trial submissions to the Food & Drug Administration (FDA).
Store electronic requirements documents, interface control documents, and other application documents, as specified by the COTR, in USAMRIID’s document management system.

Bachelor’s degree in Information Technology, Computer Science or a related field.
A minimum of 5 years of experience.
CompTIA Security+ certification required.
Must have experience with Oracle Products, including PL/SQL and Tool for Oracle Programmers (TOAD). Must hold at least one active Oracle software certification.
Must have experience maintaining database applications in an FDA regulated environment.

CLEARANCE: The position requires a favorable National Agency Check with Inquiries (NACI) background check, and a signed confidentiality agreement.
