IT PROGRAMMER ANALYST LEAD/ADVANCED
SALARY: $47,495 -- $76,220

DESCRIPTION: The IT Programmer Analyst Lead/Advanced is responsible for assessing and analyzing existing MVA systems, operations, software and hardware systems in order to recommend IT business solutions, and identify new technology to provide successful solutions that add business value and increase effective operations. The position provides advice, consultation, and technical assistance to program managers and works with users to define system requirements and translates requirements into highly specified system design documents. Under the general direction of a Manager and Supervisor, duties will include working with vendors and programmers to coordinate system design and implementating requirements for the Driver License Systems/ Point of Service (DLS /POS) which is developed in a number of distrubuted computing technologies such as: Visual Basic, C# and C++ on the Microsoft technology stack. Employees may be required to work evenings, weekends and holidays and may be subject to call in. The current vacancy exists at the Motor Vehicle Administration Office of Information Resources (OIR) in Glen Burnie, MD (Anne Arundel County). Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.
Experience: Two (2) years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools. One (1) year of this experience must have involved providing technical advice working with computing technologies such as Visual Basic, C#, C++, and web-based platforms such as .NET systems.

1. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education; or candidates that lack high school or equivalency certificate may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.
2. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credits from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.
