This position will be responsible for the design of public facing, mission critical, large-scale applications to meet functional, performance, reliability, and availability requirements. This role performs complex software design activities and integrating multiple technologies. Lead the design and development teams in the proper application of system designs for current and future technologies. Provide technical architectural oversight and help facilitate continuous SDLC improvement for applications being developed by recommending the right combination of tools, architecture and process that will help custom application development team maximize quality, output while minimizing cost and time to deliver. Serve as the subject matter expert in application architecture, design, project management and system integration.
Provide overall technical leadership in analysis, design, and implementation of solutions for challenging problems.Manage all phases of the software development lifecycle including design, implementation, deployment, development, testing and maintenance. Coordinate with various business and technical groups and stakeholders to gather business requirements and map the business and operational needs. Participate in product design and planning and provide conceptual and functional design of the products. Provide high-level analysis and design reviews to other members and teams. Evaluate new technologies and software products to determine feasibility and desirability of incorporating their capabilities within the Research Administration and Clinical Research Needs. Perform technology and product research and evaluation to support software development needs. Oversee and manage overall planning, execution, and success of key projects. Manage and participate in the creation of project plans, resource allocation and estimated timelines. Facilitate prioritization or projects and requirements among varied business interests; Prioritize requirements and manage expectations; Partner with business leads to review the functional requirements for projects and determine feasibility. Develop and maintain operating policies, practices and procedures.
Develop and maintain a business continuity and disaster recovery plan to ensure 24/7 availability of critical systems and restoration of research data and services in the event of failure of IT component or disasters.

a) progressively more responsible work experience in IT-related profession
b) college course work in Information Technology (IT), IT Management, or a closely related discipline, as measured by the following conversion table or its proportional equivalent:
60 semester hours or Associate’s Degree equals one year
90-120 semester hours or Bachelor’s Degree equals two years

- Master’s Degree in computer science.
- A minimum of two years’ experience in software development and architecture with at least five years of progressively more responsible work experience as an information services/information technology manager and/or senior level IS/IT professional developer, systems administrator or project manager.
- Candidate must possess technical, analytical, planning, project management and communication skills.
- Must have expert knowledge and experience working with technologies like ASP.net, C#, Oracle Forms 11g, Oracle Reports, JBOSS server and Web Logic.
- Experience with Mobile Development using HTML5 and WCF web services. Strong Knowledge of Kendoo UI and Telerik Controls. Strong experience working with Electronic Research Administration Systems.
