Reports to designated Director. Oversees and facilitates current and future clinical information systems for the planning, research, development, implementation and evaluation of clinical information systems and services for Practices within CHKDHS in coordination within information services. Works effectively through all phases of system development to effectively meet the needs of the practices and regulatory requirements for clinical information systems. Works closely with IS professionals and PPM personnel and functions as a liaison, coordinating system implementation, maintenance, training and support for clinical staff and to resolve functional and technical systems issues. Works collaboratively on various teams and committees in support of CHKDHS informatics processes. Maintains knowledge of trends and advances in the field of nursing and healthcare informatics. Ensures information systems are consistent with professional standards of practice. Recommends clinical process improvements and system development. Analyzes complex clinical operations and structure processes to facilitate decision making regarding clinical systems. Develops and modifies policies and procedures impacted by information systems. Ability to function in a professional collaborative role with multiple departments, management teams and personnel. Ability to manage multiple tasks, projects and information databases in a professional manner. Ability to collect, collate and analyze data among multiple departments and computerized databases. Expert skills in computer software utilization and training of personnel for use. Actively participates in conferences and professional organizations related to the clinical information system. Seeks guidance from the Director and/or upper management for unusual or unanticipated circumstances. Ability to function with a high level of independence in performance of role.
Experience, Education and Training Minimum: Professional knowledge of nursing theory and practice at a level normally acquired through the completion of an accredited School of Nursing. Current Virginia state license as a Registered Nurse or Registered Nurse holding a valid Compact State license. Bachelors of Science in Nursing or related discipline and informatics certification preferred or RN with c ollege degree in a related healthcare field or informatics with 3-5 years experience preferred. Demonstrated ability to be self directed with excellent organizational, analytical, writing, interpersonal and project management skills necessary. Expertise in Microsoft office software applications and operating systems. Must possess critical systems thinking as it relates to system analysis, design, implementation and evaluation. Understanding of basic concepts related to clinical information system application and use. Ability to identify and analyze problems and implement solutions for operational functions. Ability to relate well with providers, leaders, and multiple departments. Ability to effectively gather and exchange information through oral, written and formal reporting processes. Technical and professional knowledge and skills unique to the business (regulatory, governing, compliance and auditing processes). Ability to work a flexible schedule with planned evening and weekend hours to meet training and go live implementation. Must be able to travel and possess a valid Virginia Drivers license and be able to meet the insurance requirement of the organizational. CPR Training required and/or must be obtained within 90 days of hire.
