an OOBM Information Security Specialist - Senior, you will provide non-personal services
in support of the U.S. Army Network Enterprise Technology Command (NETCOM),
Assistant Chief of Staff (ACofS), G-5. You will provide technical solutions and
recommendations on best business practices for Out of Band Management (OOBM)
for Active Directory (AD), Identity Management, Enterprise Directory Service
(EDS), and other Microsoft-based Global Network Enterprise (GNE) AD Army
Enterprise applications. This requirement supports the Non-secure Internet
Protocol Router Network (NIPRNET), Secure Internet Protocol Router Network
(SIPRNET), and Deployed Forces (DF) environments. You will provide expertise in
network structures, directory service structures, and provide recommendations
in the development of a more efficient and reliable enterprise OOBM solution
and provide engineering analysis support for the security-related hardware;
software; network component evaluations; security policy; process and procedure
determination/evaluation; risk analysis; accreditation package analysis; and
engineering change proposal analysis. Additionally, you will provide security
engineering support in the planning, management, sustainment, and migration of
the legacy AD, Exchange, and windows application environment for the Army
within all theater and functional areas of operation in relation to OOBM.

the standard enterprise security/management for use within the OOBM for

system sustainment engineering and analysis supporting OOBM security as it is
the development of Army enterprise OOBM architecture design development,
implementation, and maintenance.
OOBM-related issue papers or white papers.
and document security risk threat assessments and prepare recommendations for
implementing countermeasures.
review, and execute the following documents: information systems design plans;
continuity of operation plans; communication plans; engineering change
proposals; configuration changes in compliance with existing relevant security regulations
listed in C.9.0; and Army best business practices.
review, and execute security tests and evaluation plans.
required documentation for, and coordinate to obtain, system security
accreditation. This includes certification procedures, criteria, certification
evaluation reports, and reports of findings.
testing for the integration of proposed new technologies to be included in the
enterprise design. Research and analyze current DoD and Department of the Army
(DA) policies and recommend mitigation strategies for integration problems that
may impact the OOBM project.
coordinate, and finalize documentation to ensure the integration of OOBM
security design within the enterprise. This includes accurate IA documentation
of capabilities in support of DIACAP.
support in the development of operational Tactics, Techniques, and Procedures
procedures, such as an implementation guide, to ensure technical solutions and
schedules are identified within established suspenses.
System Design Plans (SDP) and Engineering Implementation Plans (EIP) as
required to meet design and implementation requirements.
implementation and migration support to OOBM security integration, including
design and implementation.
technical integration support for the implementation of AD migration and
management tools and transitional operations associated with OOBM

implementation. Requirements:
Ability to obtain and maintain a US Government Secret security clearance.
25-2, position is considered IT Level I; requires Single Scope Background
Investigation (SSBI) BS degree in an Information Security related field and/or
minimum of 4 - 6 years experience in Information Security. IAW DoD 8570.01-M
shall be IASAE level II certified, in CISSP or associate.

Education and Experience:
Active Secret security clearance.
Have a
working knowledge of NetOps, and shall support the planning, architecture,
system design, and implementation of NetOps tools sustaining NetOps
capabilities from the Army LandWarNet NetOps Architecture (LNA).
hands-on experience with how NetOps products and services interrelate in order
to ensure true NetOps capability integration in support of the NetOps
LandWarNet mission.
Have a
working knowledge and understanding of enterprise NetOps concepts, AD,
Messaging, and EDS procedures.
Have an
understanding of Information Technology Infrastructure Library ITIL-based
business processes.
expertise in all aspects of Microsoft Windows operating systems to include
implementing directory services, messaging, and application servers into the
enterprise environment.
