The position is located within the Office of Quality Management (HS-61), Office of Classification (HS-60), Office of Health, Safety and Security (HS-1).
The Office of Quality Management develops and implements general policies and procedures to identify Restricted Data (RD), Transclassified Foreign Nuclear Information (TFNI), Formerly Restricted Data (FRD), National Security Information (NSI), Unclassified Controlled Nuclear Information (UCNI) and Official Use Only (OUO) to ensure that it is properly classified or controlled under applicable statutes and Executive orders; manages the Department’s appeal program concerning the denial of classified and UCNI documents requested under statute or Executive order; and manages the Office of Classification quality assurance program.

The purpose of this position is to serve as an authority on the policies and procedures governing DOE information classification and control. The incumbent performs the following: (1) assists in the planning and execution of the DOE on-site evaluations of its information classification and control programs; (2) assists in the planning and execution of the program to periodically review and evaluate other Government agencies’ compliance with the Special Historical Records Review Plan as required under Public Law 105-261; (3) assists with developing and revising DOE regulations implementing the information classification and control programs; (4) provides authoritative advice on interpreting DOE information classification/declassification policies and procedures; (5) analyzes office operations to identify whether internal review activities are functioning adequately; (6) analyzes fundamental policy and legislative issues and provides authoritative advice on their application to the information classification, declassification, and CUI programs; (7) participates in interagency meetings, workshops, conferences, and meetings to identify and resolve information classification and declassification issues; (8) conducts special studies that address issues of significant importance to information classification and declassification policies and procedures; and (9) performs other related duties as assigned.

Specialized experience for this position is defined as experience with information classification and control program regulations and of the Government-wide regulation process in order to assist with developing and revising DOE information classification and control regulations.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY:
1. The incumbent will be required to travel 12% of the time (approximately six weeks per year).
2. Eligible candidates for this position must be able to obtain and maintain a DOE Q clearance. The duties and responsibilities of this position require that the incumbent have access to documents and/or material containing Secret Restricted Data which are related to sensitive issues. Therefore, the position demands the highest degree of public trust and requires that the incumbent possess a DOE "Q" Clearance.
This position has also been designated as a Testing Designated Position (TDP) subject to testing for illegal drug use. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass or refusal to take subsequent tests could result in non- selection or disciplinary action, up to and including removal from the Federal service.
