Legislative Administration has one full-time Information Systems Manager position available. This position is located in the Capitol building in Salem, Oregon.
Legislative Administration supports the Oregon Legislature, promotes access to the legislative process, and provides efficient, effective, accountable and customer-oriented services to all legislators, legislative departments, the public, and other government agencies.
Information Services is a unit within Legislative Administration. Information Services provides efficient, effective, accountable and customer-oriented Information Technology (IT) and Media services and systems that are essential to the operation of the Legislature. Information Systems manages the Legislature’s IT infrastructure, manages IT equipment inventory, develops or purchases and maintains legislative applications, provides IT consulting services, provides support for IT products and systems and provides audio recording and televised coverage of legislative meetings and events.
The Enterprise Application Manager oversees application development, integration,and works with customers and IS Leadership to prioritize initiatives to meet the needs of the legislature. The position is responsible for adapting to the changing needs of the business and managing contractors, prioritizing the work of the team, assigning resources, monitoring progress, and reviewing work for quality and consistency with policies and procedures. This position oversees staff, evaluates performance and identifies development and training needs. They also plan and manage multiple, concurrent, multi-year systems development and enterprise application initiatives. This position is instrumental in the strategic planning process and identifying efficient solutions.
• Six (6) years experience in management of programmer/analysts, project managers and development architects with teams of six (6) or more. Extensive knowledge of programming technologies and methodologies, which must include experience in designing, constructing or analyzing information systems.; AND
• BA/BS in computer science or related field; OR
• Combination of experience and education that demonstrates the ability to perform the job.
KNOWLEDGE AND SKILLS:
Extensive knowledge of enterprise applications administration, systems development, rapid development processes, code reviews, documentation, process analysis, data modelling and requirements definition.
Extensive knowledge of IT operations and the integration of enterprise applications in a complex network environment.
Experienced in maintaining a high performance work team.
Exceptional project management skills.
Must be able to work effectively and sustain work relationships at a non-partisan, professional level with elected officials, their staff and constituents, other legislative personnel, agency personnel, lobbyists and the public.
Experience in policy development, strategic planning, budgeting and contracting.
Must have ability to communicate effectively verbally and in writing with a variety of audiences.
Must be able to analyze complex technical situations and solve problems creatively.
Must work effectively with staff, coworkers, management, legislators and vendors.
Must be able to handle several tasks and projects simultaneously in a fast-paced environment.
