The Oregon Department of Education provides statewide leadership for all elementary and secondary students in Oregon’s public school districts and education service districts. Responsibility also extends to public preschool programs, the state School for the Deaf, regional programs for children with disabilities, and education programs in Oregon youth corrections facilities.

There is currently one permanent, full-time position available with the Office of Office of Assessment and Information Services at the Oregon Department of Education in Salem. This position is classified and represented by Service Employees International Union ( SEIU ).

The Office of Assessment and Information Services has two primary functions: student assessment; and the collection, validation, and reporting of data for education research, policy-making, and operations. The technical expertise of staff in this unit is available to districts to support business and financial functions. The work of OAIS affects every school, program, school district, and education service district (ESD) in the state. Nearly all students in the Oregon public school system are affected by the work in these units. Data is collected from nearly every educational administrative unit.

Duties & Responsibilities:
The purpose of this position is to maintain and evolve the enterprise data/application resources for the Department of Education. Duties include: Author code to enhance and maintain database applications using defined detailed system and application requirements. Coordinate changes to code using T-SQL stored procedures, triggers, functions, and views to apply to .NET/VB front-end interfaces. Utilizes established OAIS standards and procedures for data base and programming design. Follow rollout processes to ensure successful code deployments to development, test and production environments. Assist business analysts to work with a diverse user base in gathering requirements. Work with ODE Helpdesk to resolve database application issues. Study and maintain system documentation in preparation for coding. Maintains knowledge of state-of-the-art technologies and innovations through training, professional journals and publications, contact with other Information Systems professionals, and self-initiated study. Attends training and other developmental activities. Reviews technical journals and relevant literature to stay current with technology and trends. Provides weekly updates to team lead on status of assigned projects. Enters progress in system development tracking system on a regular basis. WORKING CONDITIONS Typical office environment. May spend majority of workday using video display terminal. May require occasional evening or weekend work to meet deadlines or resolve problems. At times may be requested to be on call to resolve technology issues to ensure uninterrupted network services to staff and school district users. Occasional travel to other agency sites.

Qualifications & Desired Attributes:
MINIMUM QUALIFICATIONS
Three years of professional, consultative, technical, or administrative experience which includes designing, constructing or analyzing information systems. Experience must include activities in: Software : Software means the programs, procedures, rules, and associated
documentation concerned with operating a system and covers both applications and operating software. Data : Data means data bases and associated master files; AND EITHER

(a) at least 30 quarter (20 semester) credits in computer science; OR (b) two more years of experience providing a knowledge of information systems theory and principles.

Examples of experience providing a knowledge of information systems theory and principles are : Providing technical consultation and advice to managers, technical and professional IS staff, and system users in planning, analyzing, developing, and implementing the operation, maintenance, installation, modification, and construction of information systems; OR Working with vendors and contracted personnel to assess new technology, provide oversight, exchange information, and solve problems. 15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience. DESIRED ATTIRBUTES • one year of experience writing T-SQL (Transact Structured Query Language) queries • experience using Microsoft SQL Server, Microsoft SQL Server Management Studio (SSMS), Team Foundation Server (TFS), Visual Studio for Database Developers (VSDB), Microsoft SQL Reporting Services (SRS), Microsoft SQL Server Integration Services (SSIS), and Microsoft SQL Server Analysis Services (SSAS)

  • experience with school district operations and work supprting student information systems
