PBGC is seeking a highly motivated person to lead a multidisciplinary team of professionals within the Pension Benefit Guaranty Corporation’s Office of Inspector General (OIG) and serve as the Inspector General. In FY 2013, with an annual budget of approximately $500 million and over 900 employees, PBGC issued $5.5 billion in payments to approximately 850,000 participants in terminated pension plans, collected $3 billion in premiums from more than 24,000 ongoing pension plans, and had over $70 billion in investments under management.

The OIG reports directly to the PBGC’s Board of Directors: Secretary of Labor (Chair), Secretary of Treasury, and Secretary of Commerce. The OIG is headed by the Inspector General and supported by a Deputy Inspector General. The Deputy Inspector General has two direct reports: an Assistant Inspector General for Audit (AIGA) leading the Office of Audit and an Assistant Inspector General for Investigations (AIGI) leading the Office of Investigations.

The OIG provides independent and objective oversight of PBGC’s programs and activities. The OIG conducts audits and evaluations to promote efficiency and effectiveness within PBGC. Among other audits, the OIG oversees the annual financial statement audit conducted by an independent public accounting firm. The OIG also performs investigations to detect and prevent waste, fraud, and abuse and manages the PBGC OIG Hotline. On a semiannual basis, the OIG prepares a report to Congress as required by the IG Act.

DUTIES: Back to top As the Inspector General (Attorney), you will be responsible for all aspects of the PBGC’s Office of Inspector General (OIG), including a) establishing overall audit and investigative policies; b) ensuring that work performed by the OIG is accurate, objective, timely, and completed in a professional manner; and c) communicating with key stakeholders (including the PBGC Board of Directors, PBGC management, congressional oversight committees, etc.). As to audits, the Inspector General (Attorney) oversight duties include legal oversight related to: · developing audit plans and policy objectives; · determining audit project schedules and workload requirements; · monitoring the progress, effectiveness and results of audit projects; · preparing and disseminating audit products to stakeholders and other interested parties; · coordinating with management in regard to audit follow-up and review of completed OIG recommendations; and · ensuring that quality assurance procedures are in place to ensure compliance with Generally Accepted Audit Standards and/or Government Auditing Standards. As to investigations, the Inspector General (Attorney) oversight duties include legal oversight related to: · developing and directing the PBGC’s OIG investigative program, including issuance of subpoenas and conducting interviews; · detecting and preventing fraud, waste, abuse, and mismanagement in order to ensure the integrity of the PBGC’s programs and personnel, and/or administration of its affairs; · working with Department of Justice representatives regarding prosecution referrals; · managing the PBGC-OIG Fraud Hotline, and following up on fraud referrals; and · ensuring that quality assurance procedures are in place to ensure compliance with Quality Standards for Investigations. As to management of the OIG operations, the Inspector General (Attorney) oversight duties include legal oversight related to: · developing and administering appropriate policies in the areas of personnel, budget, and procurement; · supporting recruiting, staff development and compliance with minimum training requirements; · managing staff performance to include recognizing and rewarding staff contributions, addressing performance issues, and overseeing the staff evaluations process; · awarding contracts for services and ensuring that contractors working under the auspices of the OIG comply with contractual terms; · promoting and liaising with the Council of Inspectors General on Integrity and Efficiency (CIGIE), Government Accountability Office (GAO), Office of Management and Budget (OMB), and other federal OIGs, as necessary; · ensuring that appropriate quality assurance procedures are in place and that required peer reviews are conducted in a timely manner; and · issuing required external reports, including Semiannual Reports to Congress, in a timely manner.

In order to qualify for this position, you must possess a J.D. degree from a school of law accredited by the American Bar Association (ABA).

In addition to the education requirement, you must currently be a member in good standing of the bar of a State, a Territory of the United States, or the District of Columbia.

In order to qualify for this position you must also possess the following by the closing date of the announcement: One year of specialized experience at or equivalent to the GS-15 grade level overseeing audits or investigations (or a combination thereof), of a financial institution, government agency, or corporation. Examples of experience include any of the following: directing and overseeing financial statement audits using generally accepted auditing standards (GAAS) or Yellow Book Standards; directing and overseeing financial-related and performance audits based on internal auditing standards or Yellow Book Standards; overseeing investigations of fraud, waste, or abuse.
Specialized experience does not include non-financial audits or investigations (i.e. audits or investigations related to program operations, real estate, equipment/inventory, systems, safety, technical/engineering, sexual assault, subsidies, and/or security).
Note: Experience with the Employee Retirement Income Security Act (ERISA) is desired but not required. In addition, status as a Certified Public Accountant (CPA) is highly desirable, but not required. The following certifications are also desirable: Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified Management Accountant (CMA), Chartered Financial Analyst (CFA), Certified Information Systems Auditor (CISA), Certified Government Auditing Professional (CGAP), Certified Information Security Manager (CISM), and Certified Information Systems Security Professional (CISSP).

HOW YOU WILL BE EVALUATED: Category Rating is being used for this position. If you meet the basic qualification requirements, we will further evaluate your resume and cover letter to determine the quality and extent to which your background (experience, education, training, etc.) relates to the following knowledge, skills, and abilities (KSAs):

1) Skill in interpreting the legal authorities and responsibilities conferred by the IG Act of 1978 as amended, in order to initiate investigations of fraud, waste and abuse, and related audits of financial programs.

2) Skill in interpreting and applying criminal and non-criminal investigative laws, polices, procedures and techniques (e.g., Federal Rules of Criminal Procedures, Federal Rules of Evidence, etc.).

3) Skill in applying regulatory laws and legislative practices, concepts, and processes to provide sound interpretations, business advice and strategies to manage the audit and investigative programs for PBGC.

Based on that evaluation, we will place you in one of the following categories- 1) Gold; 2) Silver; 3) Bronze. If, after your application has been rated by the Subject Matter Expert, you are found to meet none of the KSAS listed above, you will be placed in the Bronze category.
