Regular, Full-Time, RCUH Non-Civil Service position with the University of Hawai¿i Maui College (UHMC), for the Rural Hawai¿i 1 (RH1) Project, located in Kahului, Maui, Hawaii. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY: Salary commensurate with qualifications.

DUTIES: Coordinates, manages, and implements all activities for the Instructional Design component of the RH1 grant. Works to achieve project outcomes, will coordinate and serve as a resource to grant program faculty and staff on three (3) campuses in the development of curriculum using technology and will assist in researching, planning and evaluating technology needs for the grant program courses. Coordinates and provides informed guidance in the use of the latest methods and technologies; coordinates and evaluates options for new tools and products for grant program faculty and staff including acquisition, implementation, roll-out, documentation, training and ongoing maintenance, as budget and priorities allow. Reviews deliverables for adherence to instructional design principles and established templates and standards and acts as the gatekeeper for many of the team’s design tools, templates and standards. Supervises the e-Learning Developer and Designer positions. Writes all necessary project reports. Researches learning and development best practices and proactively identifies new technologies and content that improve organizational performance; assesses, designs, develops, implements and evaluates online courseware for the RH1 grant programs; applies best practices and knowledge of instruction design and adult learning theory to the strategy, design and delivery of RH1 programs; applies a systematic instructional design and development model to the design of RH1 programs, provides recommendations regarding all aspects of the content arrangement, sequencing of lessons, use of assessments and selection of class activities; utilizes multimedia technology and authoring tools to develop interactive and engaging online programs; consults with subject matter experts and others to design and develop hand-on exercise, scenarios, assessments, self-study, discussion and other online instructional content that effectively engages student; collaborates with subject matter experts, graphic designers developers and other personnel to ensure the highest level of quality in final product; maintains and develops course templates, models, standards, and procedures for review and approval; identifies problems in curriculum development process and develops solutions to ensure both quality standards and planned deadlines are achieved; reviews online courses regularly for quality and ensures alignment of all instructional material prior to release.

PRIMARY QUALIFICATIONS: EDUCATION: Master’s Degree from an accredited college or university in Education, Instructional Design/Technology, Business or related field. EXPERIENCE: At least six (6) years of relevant technical and business experience required in fields of technical writing, multimedia experience, web design, video production, lecture capture, podcasting and graphic design. Previous teaching or online course development experience. Online curriculum development experience. At least one (1) year of supervisory experience. ABIL/KNOW/SKILLS: Demonstrated knowledge of project management, functional knowledge and understanding of the principles, theories, federal and state laws, rules and regulations, and systems associated with federal grants. Demonstrated knowledge in the use of instructional technology, blended and online instructional delivery methodologies, and technology-enhanced learning resources; understanding of flexible development and delivery of instructional programming to include cohort based learning environments and open entry/open exit, competency-based career and technical training. Demonstrated ability to apply principles of adult learning, learning styles and various instructional design approaches and processes to the learning content; demonstrated ability to launch and deliver a single IT project or project element on-time and within budget; demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members, individuals, and the public. Demonstrated ability to recognize problems, identify possible causes, and resolve a full range of issues that may occur in managing a project. Excellent written and oral communication skills. Must possess strong computer software skills with commonly used professional software programs.

SECONDARY QUALIFICATIONS: Previous teaching or online course development experience in secondary education. Experience with Blackboard/WebCT/Angel; advanced proficiency with MS Word, Excel and PowerPoint. Experience with authoring tools (e.g. Dreamweaver, Flash, Articulate, Lectora, Camtasia, Captivate, Elluminate). One to three (1-3) years of experience in administering projects funded by a Federal grant or working on a federal grant project in a position of responsibility.
