Job Description:
Instrument and Controls Engineer - Esmeraldas Ecuador
WorleyParsons is a leading provider of professional
services to the resources & energy sectors and complex
process industries. The US region of WorleyParsons has
an immediate opening for an Instrument and Controls
Engineer to work on site in Ecuador. WorleyParsons is
Project Management Consultant (PMC) for the $2 billion
revamp of the 90,000 bpd Esmeraldas, Ecuador petroleum
refinery. The engineering department is responsible for
Design Quality Assurance of the EPC and other designers
involved with the project. The Engineering Department is
not involved in detailed engineering. It does provide
preliminary engineering studies and designs as occasions
arise, and develops scope documents and RFPs. Department
Engineers may be call on to prepare Field Engineering
directives. The Department’s primary function is to
develop, implement and carry out a Design Quality
Control Assurance program covering the EPC and other
designer’s quality control programs and audit same; and
conduct Design Quality Assurance reviews at appropriate
stages of the design process.
Job Description
WP is seeking an Instrument and Controls Engineer with
experience in Refineries. Experience with
Revamp/Turnarounds on FCCU, CDUs, Merox very helpful.
In addition, the candidate must have solid experience in
the preparation of technical specifications and data
sheets; preparation of Material Requisitions, evaluation
of Vendor’s Technical Quotations and preparation of
Technical Recommendations. The candidate must also have
experience in checking, reviewing and approving EPC, 3rd
party designers and vendor documents and drawings. The
candidate may be required to manage Vendor’s bid
clarification, kick-off and pre-inspection meetings,
witness factory acceptance tests, and liaise with client
representatives.
Coordination with related disciplines e.g., Process,
Piping, Structural, Electrical and Mechanical is a must.
Requirements
The applicant shall have a broad-based working knowledge
of API standards and ASME codes and have at least ten
years of work experience on petrochemical projects.
BS or MS in related field or applicable discipline,
typically an engineering degree; or equivalent
experience if allowed by law. Computer proficiency
required; Strong analytical and problem solving skills.
Accuracy and attention to detail important. Ability to
meet deadlines and manage priorities are important.
Strong organizational skills as well as the ability to
effectively communicate in English and Spanish. Korean
speaking very helpful. Ability to work effectively in
teams.
Experience with overlapping multiple production unit
decommissioning, shutdown and commissioning and
startups. International experiences a plus. Expert
knowledge of applicable quality control/quality
assurance theories, practices, and accepted procedures.
EPC and/or PMC relevant experience helpful.
