General Summary

The role of the Intellectual Property/Export Control (IPEC) Officer at Illinois State University is to advise faculty, staff, and students on intellectual property issues (including patent and copyright) and export control compliance as they apply to research, publication, teaching, and other activities associated with the University. The IPEC Officer will assist faculty, staff, and students with the patent filing process and protecting intellectual property rights where appropriate. The IPEC Officer will facilitate the development of University policies and best practices in regards to matters relating to intellectual property, including safeguarding the University's endeavors in research and scholarly communication with regard to publication rights and ongoing use of original materials. The IPEC Officer will create and facilitate educational programs for the University community on aspects of intellectual property and export control. The IPEC Officer will also review and negotiate licensing (both patent and export) and publishing agreements when applicable to ensure that the university benefits from the most flexible and broadest use possible of patents, copyrighted material, electronic databases, and other materials.

Required Qualifications

The successful candidate must be able to demonstrate working knowledge of intellectual property and exposure to export control issues within higher education through experience, education, or an equivalent combination. Candidate must have a bachelor's degree and either: -Specialization in intellectual property, intellectual asset management, export control and/or compliance as demonstrated through professional experience or graduate coursework or a relevant certificate program Or - At least 3 years professional full-time experience in research administration, intellectual property, compliance, management, or regulatory work. The candidate must have excellent organizational skills and be extremely detail-oriented. The candidate must be able to work independently; exercise discretion and judgment in sensitive and potentially controversial matters; and have excellent interpersonal and communication skills and be able to work collaboratively. Competencies: Ability to produce clear written documentation for technical and non-technical audiences. Ability to speak persuasively and confidently to large and diverse audiences; and to listen to and respond to people's situations in a manner which shows sensitivity, tact, and professionalism. Ability to communicate information and ideas clearly and concisely in writing and to interpret, clarify, explain and apply laws, regulations, policy and procedures. Knowledge and Skills: Required: Working knowledge of U.S. and intellectual property law (to include both patent and copyright). Proficiency in using electronic databases and other means to locate and provide guidance on U.S. and international intellectual property and export control law, legislation, regulations using electronic databases, and other means. Knowledge of research reports of results and scholarly communication within the publishing process. Proficiency with Windows, Microsoft Office, and Internet and database searching.

Desired Qualifications:
Working knowledge of both export control and international intellectual property law applicable to the higher education research and scholarly environment. Advanced degree (e.g., MA, MS, JD, PhD)

$70,000 - $90,000

Work Hours

Office hours are Monday - Friday, 8:00am - 4:30pm; evening and weekend work will be required as dictated by business needs
