The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon’s consumers and workers while supporting a positive business climate.
This position is with the Division of Finance and Corporate Securities (DFCS). DFCS' mission is to encourage a wide range of financial services, products, and information for Oregonians delivered in a safe, sound, equitable, and fraud-free manner.
The successful candidate will plan, coordinate, conduct, or direct investigations; receive and screen complaints and referrals regarding financial transactions including but not limited to securities, mortgage lending, commodities and franchise sales, identity theft, and other financial services programs; and decide when case is complete and ready for submission for prosecution or other action.

INTERESTED? Here's What You Need:
The successful candidate will at a minimum have:
® Four years of recent (within last ten years) full-time investigative experience which included conducting fact finding; collecting and preserving evidence according to the rules of evidence; examining records; locating and interviewing witnesses to verify or disprove claims of suspected law violations; and writing investigation reports sufficient for use at administrative hearings or in court.
Examples of qualifying investigation experience are in areas such as financial fraud investigation, insurance investigation, law enforcement investigation, or investigative trial support.
College-level courses in Law Enforcement, Criminal Justice, Law, Accounting, or Auditing may be substituted on a year-for-year basis for up to one year of the required experience.
® At least two years of experience conducting a variety of securities or white-collar crime investigations.
® Knowledge of securities products, securities marketing, and “back room” or sales transfer practices.
® Demonstrated self-starter, with strong initiative, follow-through, and attention to detail.
® Outstanding verbal and written communication skills.
® Demonstrated ability to find, preserve, and present evidence.
® Flexibility in adapting to changing work environments and assignments.
® Proven time management skills, including the ability to plan and organize work efficiently.
® Ability to work well under stress and time pressures.
® Demonstrated ability thinking and working independently.
® Outstanding problem solving skills.
® Experience courteously working with individuals, some of whom may be angry or upset.
The successful candidate will have a valid driver's license and a satisfactory driving record. Note: Prior to an offer of employment, DCBS may request that you provide an official driving record.
Requirements of a satisfactory driving record:
A driver having a satisfactory driving record is defined as a driver who has not been convicted or forfeited bail for any of the following offenses and infractions:
® A major traffic offense in the last 24 months (Examples include reckless driving, driving under the influence of intoxicants, failing to perform the duties of a driver, criminal driving while suspended or revoked, fleeing or attempting to elude a police officer, and others),
® A felony revocation of driving privileges, or felony or misdemeanor conviction resulting in driver license suspension within the last 24 months,
® Three or more Class B traffic violations in the last 12 months,
® A careless driving conviction in the last 12 months,
® A Class A moving violation in the last 12 months (Class A is the most serious level of violation, e.g. going 30 miles over the speed limit).
® NOTE: Employment will be contingent upon the passing of a fingerprint-based criminal background check. Conviction of a crime will not automatically disqualify an individual from being considered for employment.
® Periodic in-state travel involved, with occasional out of state travel.
® Investigators are required to work, at times, undercover in which person's identity is not disclosed. Occasionally requires working long hours.
