The Test and Evaluation Organization of AMERICAN SYSTEMS currently has a contingent position for a Senior Systems engineer Analyst Subject Matter Expert in support of an Extremely Urgent Quick Reaction Test project for Joint Logistics Enterprise Data Sharing at Indian Head, MD.

The JLEDS QRT project is directed to develop and evaluate tactics, techniques, and procedures (TTP) that will allow the combatant commands and joint force command J4s to utilize a single interface to a web service capability that provides access to multiple sources of data regarding the deployment or redeployment of materiel, and also offers both aggregated and detailed visualization of that data. The goal is to help develop DoD enterprise-wide exposure methods necessary to overcome information sharing impediments resulting from point to point interfaces.

Candidates will provide JLEDS Systems Engineer Analysis support services to the JLEDS QRT Test Director and Task Manager for the research, development, testing, analysis, validation, publication, and integration of JLEDS TTP. Additionally, the candidates will assess current systems, doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF). Candidates will support test planning and analysis efforts to provide qualitative and empirical data analysis to support findings, conclusions, and recommendations to the joint operational communities in the form of a JLEDS TTP. The Joint Interoperability Test Command is designated as the lead Operational Test Agency (OTA). The test project is scheduled to run from February 2013 to January 2014. Limited travel throughout CONUS and OCONUS may be required.

The candidate must have extensive experience working with combatant commands to expose information capabilities as enterprise services. The Joint Staff J4, the DoD Chief Information Officer, DISA, JITC and USTRANSCOM will provide guidance as subject matter experts (SME). Knowledge and experience with the development and validation of information sharing processes and TTPs; SOA methods for exposing data, and developing, testing; and implementing SOA-type technologies such as exposing information via web services, web services security, and web services testing; and the discovery and consumption of information in an enterprise are required and vital to the success of this QRT.

Candidates will propose appropriate implementations for exposing USTRANSCOM’s logistics data to the DoD Enterprise, taking into account making the asset discoverable, load balancing to satisfy enterprise demand, rapid scaling based on possible enterprise usage, web service access throttling to ensure services remain available, and usage monitoring of data assets.

Candidates will investigate use cases, architectures, and resultant TTP of existing program implementations that are exposing data, such as USTRANSCOM’s Airfield Suitability data and DISA’s Joint Planning and Execution Services (JPES) to determine potential opportunities for leverage or synergy.
