Specific Tasks:
Training Specialist
The contractor shall oversee and coordinate development of teaching and visual aids, instructional materials, computer tutorials, and reference materials appropriate to specific program objectives. In addition, the contractor shall conduct training meetings, reviews, and conferences to train instructor personnel and staff, evaluate effectiveness of training and development programs, and conduct the research necessary to revise and update training material.

Level # 2 (Ft. Belvoir, VA | Aberdeen, MD)
The contractor shall provide capability and training development across the JPEO-CBD portfolio.
The contractor shall identify training requirements and prepare System Training Plans (STRAPs) when appropriate.
The contractor shall provide capability and training development on Protection and Physical security requirements. Perform the following training-related activities: Develop New Equipment Training (NET) requirements. Develop and maintain training schedules. Review all training materials for correctness and completeness.
The contractor shall Conduct NET for programs as directed by Government.
The contractor shall serve as training developer in the developing/assisting in the development and validation of training materials to include: lesson plans, audio visual aids, computer assisted instruction, computer based instruction, training support packages, student evaluation plans, test items and multimedia products in support of EM2P GOTS and COTS equipment.
The contractor has knowledge and understanding of analysis, design, development, and evaluation of training products, as defined in MIL-HDBK-29612 (series).
The contractor shall have knowledge of Army and programmatic training implementation to include training delivery at designated installations to include EM staff, First Responder and support staff.
The contractor shall manage the TED system and other training databases for the command to ensure 100% compliance of mandatory training requirements. Provide training and assistance to TED Coordinators in each JPM.
The contractor shall monitor the system for validity, accuracy and completeness and assists in required revisions as requested by customers.
The contractor shall track the training completion status of all employees and provide status reports to Senior Leadership.
The contractor shall prepare and submit an annual budget to ensure that the TED system remains operational.
The contractor shall monitor ATCTS to ensure compliance IA training requirements and certifications.
The contractor shall serve as the agent of accountability for training and provisioning of users in GFEBS and reports GFEBS training completion and certifications.
The contractor shall serve as the agent of accountability for training and provisioning of users in GFEBS and reports GFEBS training completion and organizational readiness to GFEBS POC and Senior Leadership.
The contractor shall provide administrative support for organizational training readiness issues and technical support. Monitors completion of computer based training and attendance of Instructor Led training.

The contractor shall provide administrative support for organizational training readiness issues and technical support and validate user enrollment aligns with Change Discussion Completion Form.
The contractor shall report GFEBS training completion and organizational readiness to GFEBS POC and Senior Leadership.
The contractor shall train supervisors and acquisition workforce members on how to utilize acquisition career management automated tools, by assisting with career development responsibilities available in CAMP/CAPPMIS for Individual
Development Plans (IDPs) and Acquisition Career Record Briefs (ACRBs).
The contractor shall be responsible for the daily administrative support functions within HCMD, which includes serving as the lead for the Document Staffing System and Suspense Tracking System, responsible for all documents leaving HCMD and establishing and maintaining office files in accordance with applicable regulations
The contractor shall manage the Workforce and Development Wiki Page and be responsible for the weekly Hot Topic submissions.

Requirements:
Level II

Shall have experience in the following:
Be highly accomplished in the office environment Knowledge of general and specific office procedures.
Knowledge of Microsoft Office Suite applications in advanced user applications.
Ability to modify technical documents, perform technical clerical duties, maintain and distribute hard copy documents and establish and electronic filing system of reports Professional verbal and written skills.
The contractor shall have extensive knowledge of an Instructional Systems Development (ISD) Approach to the development of training for government off the shelf (GOTS) and commercial off-the-shelf (COTS) equipment for Emergency Management for Military Service members, Government civilians, and contractors.
Education: Successful completion of a full course of study in an accredited college or university leading to a Bachelor’s Degree, preferably with a major in Engineering, Systems Management, Business Management, Communications, or a related discipline, and DAU Level II certification in Life Cycle Logistics, PM, SPRDE, or the civilian equivalent, are required.
General Experience: Five (5) years of general experience and two (2) years of experience in a program office or similar organization

Schedule and Benefits:Business Hours:
  • Normal duty hours are Monday – Friday any consecutive 8 hour shift (including a 1 hour lunch break during any ) excluding federal holidays, unless mutually agreed upon by Government and Project Manager personnel.
  • Due to mission need or due to unforeseen acts of nature or emergency, the Government and Project Manager may agree to different duty hour/work days.
  • Overtime is only granted when authorized.
  • Government agencies will not be available during scheduled holidays, inclement weather, weekends, after duty hours, or Barracks down days.
  • Scheduled Holidays: New Year’s Day, Dr Martin Luther King, Jr Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.
