Job Duties:
Administers & provides direction on overall statewide construction projects including architectural and construction management activities for state & community owned capital improvement projects (ie: state agencies, higher education, K-12 school districts). Provides direction, rule & policy interpretation. Assists owners in selecting appropriate project delivery method (ie: multiple-prime, CM as Advisor, CM at Risk, Design-Build, General Contracting) for a specific project. Provides guidance and negotiation of Guaranteed Maximum Price (GMP) proposals. Trouble shoots for and expedites projects as they progress through design and construction phases. Provides assistance in dispute resolution matters. Monitors & evaluates contractor performance. Applies judgment on all design and construction related problems. Coordinates with owners, design professionals, consultants, construction managers, contractors, building officials, inspectors and plans examiners. Reviews &/or coordinates review of architectural plans, specifications & cost estimates; reviews/finalizes owner requests for services. Participates & coordinates A/E, CMA, CMR, DB and Consultant selection processes; oversees qualification based selection & best value selection processes, reviews technical proposals, negotiates fees & services; prepares & maintains records & reports on current & completed projects.

Participates in setting agency initiatives and coordinating priorities. Develops or enhances processes when necessary to effectuate development of policies and procedures. Provides insight into statewide programs, master plans and policies for OFCC. Represents OFCC at public meetings.

Supervises professional staff; prepares performance evaluations; provides training & development; completes corrective counseling & discipline. Approves timesheets & leave requests. Makes project assignments; monitors and balances workload of project administration staff. Reviews and approves change orders up to $100K.

This position is unclassified per Ohio Revised Code 3318.31(B)

Travel is required for this position .

Minimum Qualifications:
4 yrs. training in architecture, engineering, construction management or related field, 8 yrs. experience in project management, 4 yrs. experience in management of governmental/public construction projects, 3 yrs. experience in supervising staff.
