As a Lead Information Technology Specialist (Systems Analysis/Applications Software you will:
Ensures the organization’s strategic plan, mission, vision and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans, work products, and services.
Articulates and communicates team assignments, projects, problems, actionable events, milestones, program issues, and deadlines.
Coaches the team in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of viable solutions.
Leads the team to: identify, distribute and balance workloads and tasks in accordance with established workflow, skill level, and/or occupational specialization; makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensures that each employee has an integral role in developing the final team product.
Serves as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus building activities among team members.

BASIC REQUIREMENTS GS-14-LEVEL At least one year of specialized experience equivalent to the grade 13 level that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. In addition, your experience must include planning and coordinating and agency-wide implementation of process improvement methods and concepts to improve the quality of software products; Serving as the principle advocate within the agency/organization for the application of process improvement concepts and practices; and Consulting with senior specialists and IT managers throughout the agency in the implementation of process improvement practices. In addition, to be qualified at this level, you must demonstrate a thorough knowledge of and experience in the use of JAVA. Your knowledge and experience must be sufficient to provide expert technical advice, guidance and recommendations to management and other technical specialists on critical IT issues relative to applying systems analysis principles and techniques.
