The Lead Analyst – Compliance will be responsible for furthering the development of a robust Compliance culture across Luminant. The Lead Analyst – Compliance proactively supports the business to meet the broader goals and objectives of the Company. The Lead Analyst – Compliance is a leader within a versatile and well rounded Compliance team. The Lead Analyst – Compliance takes a thought leadership role in overall Compliance Program and diligently monitors activities of the business; interacts with regulatory agencies; and provides compliance analysis as needed. This position will also provide additional analytical support for the overall Luminant Compliance Program. The Luminant Compliance Program represents a disciplined approach to identifying, managing, and mitigating regulatory risk associated with Federal Energy Regulatory Commission (FERC), North American Energy Reliability Corporation (NERC), Public Utility Commission of Texas (PUC) and Electric Reliability Council of Texas (ERCOT) obligations.

Essential Duties and Responsibilities

Other duties may be assigned. Directly or through others, the incumbent will:

Be responsible for the creation and maintenance of Luminant Energy internal policies, procedures, and other guidelines that define and shape the Luminant Compliance Program.
Be responsible for critically examining aspects of the Trade Floor operations to help ensure compliance with rules and regulations (e.g. ERCOT Nodal Protocols, NERC Standards and Requirements)
Be responsible for and maintain the Compliance Models, which are internally developed applications that verify Luminant Energy’s participation in the various ERCOT auctions and submission of data (e.g. Current Operating Plan, Three Part Offer submittal; offers for Ancillary Services, etc.)
Be responsible for investigating all apparent or actual Compliance exceptions, documenting the reason and surrounding events for each exception, developing corrective actions, and raising unreconciled issues to management
Provide ad hoc analytical support on special projects as required Maintain extensive knowledge of NERC Standards and Requirements applicable to Generator Operators (GOP); Generator Owners (GO) as well as compliance best practices
Maintain extensive knowledge of ERCOT Protocol and Operating Guide obligations applicable to Qualified Scheduling Entities (QSE) and Resource Entities (RE) as well as compliance best practices
Support the implementation, coordination and ongoing activities associated with Luminant compliance with NERC Critical Infrastructure Protection (CIP) Standards and Requirements
Provide ad hoc analytical support on special projects as required Monitor compliance with internal governing policies such as EFH Code of Conduct, Risk Management Policies and PUC Substantive Rule 25.503 Compliance Plan
Coordinate Luminant Compliance Alerting and Tracking System (LCATS) updates with outside counsel
Identify minimum standard of evidence for new and revised LCATS items; coordinate with appropriate department/personnel to assign new and revised LCATS items; and revise and create LCATS items as necessary Lead / Manage the overall preparation and coordination of audit materials responsive to regulatory audits (e.g. TRE, FERC, etc.)
Lead /Manage the coordination and preparation of Luminant RFI responses as they occur (e.g. TRE, FERC, etc.) Monitor compliance with internal governing policies such as EFH Code of Conduct, Risk Management Policies and PUC Substantive Rule 25.503 Compliance Plan

EDUCATION/EXPERIENCE

The minimum education requirements are:
Undergraduate degree in engineering, economics, finance, or related disciplines

The minimum experience requirements are:
Prefer 5-7 years experience in the Compliance, Legal, Trading, Risk Management or Power Industry
Proficient in Excel and Word, with knowledge of Access & Visual basic preferred
Excellent leadership, business, financial, problem solving and communication skills required
Excellent project management skills required
Knowledge of Luminant Power generation fleet is preferred
