Offshore Telecommunication Electrical/Instrument Lead Engineer

Report to Head of Offshore Engineering Department

This position is responsible for Offshore Telecommunication Electrical/Instrument Engineering as follows:
--Lead the Telecommunication Electrical/Instrument Engineering activities in accordance with Project/Proposal requirements within the assigned budget, time schedule and quality standards
--Ensure compliance with all Project interfaces and supervise in/out information flow regarding Telecommunication Electrical/Instrument discipline

Primary Tasks and Responsibilities:

Lead of Telecommunication Electrical/Instrument discipline with full knowledge of analyses for in-service and pre-service including 2D/3D modeling, telecommunication electrical system/automation/control system configuration design.
Evaluate new technology advancements against existing design standard and revise where applicable
Propose and control the solution on technical issue considering not only engineering but also procurement, fabrication and installation

Commercial support:
Support the Proposal/Project Manager during technical clarification meetings with the Client
Ensure the achievement of the assigned goal and the fulfillment of the Project quality and contractual requirements
Take the necessary corrective actions within the Discipline to meet the assigned goal

Overall supervision of telecommunication electrical/instrument engineers
Ensure Discipline work progress, monitor and control manhour consumption
Ensure proper Discipline workflow, interfaces, quality checks and approval of all Discipline Project documents, including Vendor ones
Secondary Task
(Networking, training, consulting, etc) Strengthen inexperienced Offshore Project capacity
Train telecommunication electrical/instrument engineers to develop capabilities for offshore business to be at world’s top class level
Provide technical expertise and mentoring to team members
Recruit offshore telecommunication electrical/Instrument engineers to accomplish client's Vision
Support Offshore Business Unit to solve non standard technical issues
Update Discipline workflows and technical standards
Interface other disciplines
Provide technical support to Project functions including Procurement and Construction
Monitor Discipline Project KPIs

Education Minimum Bachelor’s degree in Science and Engineering

Experience Minimum fifteen to twenty years of telecommunication electrical/instrument engineering experience
INCLUDING Minimum ten to fifteen years of experience as an telecommunication electrical /instrument engineer in the engineering/fabrication/installation phase in the offshore oil & gas industry

Skills & Capability:
Qualified candidates must be well versed in 2D/3D system design and analytical tools as follows:
Noise level analysis for Public Address coverage
PDMS 3D modeling design and review operation
AUTO CAD application
Familiarity with offshore engineering and fabrication practices & trends. Required skills are as follows:
Rules & regulations, international marine code
Telecommunication integration engineer
Telecommunication main system w/ field device design
(LAN, Router, PABX, PAGA, CCTV, Radio, VSAT, Navigation, Control, etc.)
Telecommunication overall block diagram design
Other telecommunication system design
Strong written and verbal communication skills in English
Ability to work successfully with other disciplines, management, contractors and vendors in a functional support and team role
Effective interpersonal and communications skills, particularly the ability to communicate technical expertise and lead multi-discipline teams
Excellent presentation and documentation skill to explain and resolve effectively on technical issue to Client

Qualified candidates must have no restrictions on travelling or working abroad
