WHAT IS THE INTERNAL REVENUE SERVICE (IRS)? The IRS is a bureau of the Department of the Treasury and one of the world's most efficient tax administrators. WHAT DOES A MAIL AND FILE CLERK DO? Clerks provide general clerical support to various offices. Clerks perform a critical role in the processing, distributing, and managing incoming and outgoing correspondence. The Mail and File Clerk processes both incoming and outgoing mail. In fact, Mail and File Clerks process more than a million pieces of correspondence, including tax returns, each year. The File Clerk while experiencing similar volumes is responsible for processing and filing documents.

WHAT IS THE WAGE AND INVESTMENT DIVISION? The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. Key W&I objectives are to provide high-quality taxpayer assistance, and to enable taxpayers to transact and communicate electronically to file their returns, make payments and receive assistance. W&I partners with private organizations to provide assistance to such disadvantaged groups as elderly and low-income taxpayers.

Shift Work: Sunday - Thursday 10:30pm to 7:00am

DUTIES:
As a MAIL CLERK you will:
Work in a number of offices throughout the IRS providing clerical support

Receive, open, sort, and distribute both incoming and outgoing mail; route mail to various points within and outside the organization. Ensure all mail contains sufficient information for proper delivery. Maintain logs for mail accountability purposes.

Screen documents, forms, and letters addressed or routed to various offices; research correspondence not addressed to specific functional areas. Screen material initially identified as "unable to route" to determine information requested and based on thorough knowledge of organization and functions of various offices, determine proper office which the material should be sent. Identify forms or documents requiring special priority handling and treat them accordingly.

Receive and process incoming and outgoing registered and certified mail, and express mail shipments. Maintain appropriate records and/or logs for tracking and reconciliation purposes.

Review and process outgoing mail through the mail-metering system; obtain and provides mail count data to appropriate person.

QUALIFICATIONS REQUIRED:
QUALIFICATIONS/ELIGIBILITY REQUIREMENTS: You must meet the following eligibility and basic qualification requirements by the closing date of this announcement.

Applicants must be at least 18 years of age or older, or at least 16 years of age or older, and meet one of the following: (1) have graduated from high school or have a certificate equivalent to graduating from high school; (2) have completed a formal vocational training program; or (3) have a statement from school authorities agreeing with the decision to pursue employment rather than continuing your education.

BASIC REQUIREMENTS GS-03 LEVEL: A. Six (6) months of general clerical related experience. The experience could have been progressively responsible clerical, office or other work that indicates ability to acquire to perform the duties of this position. This may be paid or non-paid experience. OR B. Completion of an intensive, specialized course of study of less than 1 year. Courses may have been obtained through a business or technical school, or military training program, and should include up to 40 hours per week of instruction for at least 3 months duration. The course must have been designed specifically as career preparation for the work of the position being filled. OR C. One (1) year of education above the high school level in any field of study obtained from an accredited junior college, college, university, business, secretarial or technical school. OR D. A combination of education and experience equivalent to that described above.

Position requires some walking as well as lifting moderately heavy packages (up to 20 pounds), and pushing mail carts.

You will be tentatively assigned to a category group (A, B, C, etc.) based on your responses to the online questions. Each category group represents a quality level (i.e., A = Superior, B = Highly Qualified, etc.) Candidates will be considered in category group order. Preference eligibles who meet the minimum qualification requirements and who have a compensable service -connected disability of at least 10 percent must be listed in the highest quality category (except in the case of scientific or professional positions at the GS-9 level or higher). All other preference eligibles will be assigned based on their responses to the questions and will be referred for selection before non-preference eligibles with the same category. Applicants are tentatively assigned to a category group pending qualifications validation and/or assessment results.

Your final category assignment determines the order in which you are considered for the position(s). Applicants are referred to the selecting manager in category order (A, B, C). You may be required to participate in a selection interview. The IRS will not reimburse costs related to the interview such as travel to and from the interview site. If you are a displaced or surplus federal employee (eligible for the Career Transition Assistance Plan (CTAP)/Interagency Career Transition Assistance Plan (ICTAP) , you must receive a score of 80 or Category B or better to be rated as well qualified to receive special selection priority.
