The Government (Joint Interoperability Test Command, National Intelligence Portfolio) is providing interoperability testing and synchronization support to the National Measurement and Signatures Intelligence (MASINT) Management Office (NMMO) This technical support shall include the Office of the Secretary of Defense (OSD) Distributed Common Ground Systems (DGCS) MASINT Integrated Process Team (IPT) and NMMO on MASINT Metadata Standards development. The basis for this task is to provide interoperability testing of MASINT and Human Intelligence (HUMINT) metadata in accordance with the applicable Intelligence Community Chief Information Officer (IC CIO) and DISA certification requirements.

Requirements:
The candidate shall provide metadata mapping expertise and follow on interoperability testing of all semantic mappings and information resources as directed by the Measurement and Signatures Intelligence (MASINT) and Human Intelligence (HUMINT) customer. The candidate shall identify, document, and suggest solutions for shortfalls and discrepancies found in MASINT and/or HUMINT metadata information resources.

Candidate shall have very high level of expertise in MASINT, database design, Department of Defense Data and Metadata standards, and data modeling in support of the intelligence processes within the Intelligence Community and Department of Defense, and MASINT.

The candidate shall provide semantic expertise for MASINT and HUMINT metadata and web service development efforts to include building information resources using eXtensible Markup Language (XML), Resource Description Framework (RDF), Web Ontology Language (OWL), and other semantic formats.

The candidate shall make version controlled MASINT and HUMINT information resources available in a web accessible form. The particular implementation details shall be coordinated with the customer and approved by the action officer. Multiple implementation instances may need to be supported to address security classification issues (e.g. Secret Internet Protocol Router Network (SIPRNet), Joint Worldwide Intelligence Communications System (JWICS), Non Classified Internet Protocol Router Network (NIPRNet)).

The candidate shall ensure interoperability testing is synchronized with the MASINT and HUMINT configuration control and management process flow requirements submit intermittent progress recommendations and final interoperability testing results to configuration control boards (such as the MASINT Extensible Markup Language (XML) Configuration Control Board (CCB)) as required.

Candidate shall provide expertise and testing support for semantic mappings of sensor data, sensor emulations, and sensor/system interface control document (ICD) content to international, national, North Atlantic Treaty Organization (NATO), federal, DoD, Intelligence Community, commercial, and other relevant standards.

Candidate shall provide expertise and testing for semantic mappings of MASINT and HUMINT requirements, tasking, collection, processing, exploitation, and dissemination (RTCPED) tools to international, national, NATO, federal, Department of Defense (DoD), Intelligence Community, commercial and other relevant standards.

Candidate shall provide semantic and system testing environment to include hardware/software to assess sensor standards performance, quality of data, and characteristics to include, but not, limited to, pedigree, data integrity, bandwidth constraints, timing, latency, responsiveness, scalability, and discoverability.

Participate, and provide interoperability expertise for MASINT and HUMINT related standards/harmonization session as directed by the Defense Intelligence Agency Air Force Intelligence Surveilance Reconnaisance (ISR) Agency Office (MM2) and Defense HUMINT Management Office.

Candidate shall travel to support the MASINT/Multi Sensor Community of Interest, MASINT Standards Working Group, the DCGS conferences and other meetings related to the above tasks. Travel occurs, typically every two months. Nominal locations include, but are not limited to: Dayton, Ohio, Melbourne Florida, and the National Capital Region, and other locations as specified and authorized by the government.

Scrum: Candidate shall be familiar with agile development methods, including the use of Scrum. The candidate shall implement these methods where applicable, as coordinated with, and approved by the action officer.

Design of Experiments: Candidate shall be familiar with design of experimental techniques, and scientifically based testing methodologies. The candidate shall implement these methods where applicable, as coordinated with, and approved by the action officer.

Weekly activity reports
Monthly Status Report
Trip Reports/Meeting Minutes
Written evaluations of discrepancies
