MSFC: Facilities Maintenance Manager
Position is contingent upon award of the project
Provides senior leadership of the day-to-day facility maintenance department including such functional areas as fire protection, mechanical, electrical, heating/ventilation/air conditioning (HVAC) and maintenance support services such as carpentry, insulation, painting, masonry, and general labor.
Develops and guides the implementation of and monitors the effectiveness of the Conduct of Maintenance Manual which establishes maintenance standards and practices as well as maintenance management expectations. The Manual addresses such areas as maintenance management process, subcontractor management, shutdown planning, and maintenance quality assurance.
Maintenance quality assurance includes such efforts as foreign material exclusion, warranty management, OEM technical letter/service bulletin compliance, code welding and measurement and test equipment calibration.
Evaluates maintenance service execution for compliance to contract, design data, schedule, cost budgets, and quality, advising the project team of status, issues, impacts, risk, and cost influence factors on to go scope.
Monitors crews for organizational structure, sizing crew mix ratios and wage compliance. Reviews and monitors cost and man-hour budget for installation process and develops a staff facilities equipment and tool requirement plan.
Monitors the implementation of safety orientations safety indoctrinations and gang box meetings and provides coaching for improvement.
Ensure work crew compliance with KBR safety program and expectations.
Provides leadership and direction to union trades organizations.
Takes a leadership role in the development, implementation
and compliance with collective bargaining agreements.
Provides operational oversight to ensure work is accomplished in a timely and cost effective manner. Insures awareness and monitors employee compliance with all applicable company directives, policies, and procedures. Coordinates activities involving the customer, other organizations, and/or company functions. Responsible for defining training requirements, developing employee skills, and promoting continuous improvement. Develops and implements performance standards and internal controls. Provides input into the development of near-term and long-term budgets.
Assumes full and complete accountability, implementation, management and control of the maintenance budget.
BS in an engineering discipline, preferably mechanical, electrical or chemical from a four (4) year, accredited institution is required. Certification as a Project Management Professional is desirable.
Direct work experience in a U.S. Government agency facility such as NASA, Dept. of Energy, and/or Dept. of Defense would be viewed as a benefit.
Fifteen (15) years facility maintenance experience is required.
Eight (8) years minimum experience in leading and managing a facilities maintenance or similar type organization is required.
Must be a self-starter capable of working in a fast paced multi-discipline team environment with the ability to manage competing priorities to achieve team goals.
Proven management skills to include effective planning, organizing, directing and controlling with strong decision making capabilities. Excellent analytical skills – data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus.
Understanding of litigation and claims processes and experience with legal communities.
Excellent communication skills – verbal, written and listening .
Ability to interact with staff at all levels from craftpersons to senior executives.
Knowledge base to successfully diagnosis issues that cover multiple areas of interaction.
