Description

The

Maintenance

Control

Operations

Manager is responsible to

the

Site

Manager for

all NSAWC

Maintenance

Control functions

as outlined

in the

Government

contract.

Responsible for

leadership and direct

management

of

the

people assigned to

Maintenance

Control,

Logs and Records,

and Aircraft

Issuers

on all shifts.

Responsible for

directing

and assigning maintenance

priorities

to

production

work centers

and the

flight

line work center.

Responsible for

scheduled/ unscheduled maintenance

planning and to

level work centers

workloads to

the

greatest

extent

possible.

Ensures

OOMA/ NALCOMIS

data

completeness

and verification

of

outstanding

discrepancies.

Must

have the

leadership and managerial skills to

lead a large workforce

in complying with

established

policies, procedures and operations

to

support

the

Navy's

NSAWC

Program.

Extensive

working knowledge gained of

the

Navy's

aircraft

maintenance

and flight

operations

as required in OPNAVINST

4790.2

(series),

OPNAVINST

3710.7

(series) and OPNAVINST

3750.6

(series).

Must

have working knowledge of

MDR,

MR,

SCIR,

and NAVFLIR

as referenced

in OPNAVINST

4790.2

(Series).

Must

be able to

organize,

plan,

control,

and prioritize

scheduled and unscheduled maintenance

as required by changing customer/event

driven priorities.

Must

be able to

prepare reports

and schedules on a daily,

weekly and monthly

basis to

assist

in maintenance

effort. In-depth

knowledge of

contract

maintenance

organization

and Company policies and procedures highly desired. Must

have mathematical

computation

ability.

Ability

to

communicate

accurately

and concisely both

orally and in writing. Computer

literacy

highly desired.

Must

be able to

read,

speak,

write

legibly and understand

the

English

language.

May be required to

travel

on Company business

Qualifications

Shall

have 10 years experience in the

last

15 years providing leadership and managerial skills to

lead a large workforce

in complying with

established

policies,

procedures and operations

to

support

the

Navy's

NSAWC

Program.

Plan,

coordinate

and direct

the

activities

of

Maintenance

Control

and the

production

work centers

in the

maintenance department,

inspection

and repairs of

the

NSAWC

aircraft

in support

of

flight

schedule operations.

Perform

analysis and workload planning to

ensure customer

service and company goals are met.

These

include,

but are not

limited

to,

estimating/tracking

personnel requirements

for

a multi-shift

operation

as well as scheduling and coordinating

overtime

requirements

when necessary.

Maintain

close liaison with

all the

Maintenance

Supervisors,

Maintenance

Manager,

and Work

Center

Leads to

ensure any and all special requirements

are met.

Prepare

periodic reports

to

assist

with

scheduled/unscheduled

maintenance

planning.

Prepare

reports

to

document

aircraft

readiness,

flight

data,

preservation/de-preservation,

and supply requirements.

Monitor

and coordinate

all scheduled/unscheduled

maintenance

requirements

to

include phase,

special inspections,

high time

component

removals,

daily and turnaround

inspections,

follow-up

inspection

requirements,

weight

and balance requirements,

issue of

GPS

cards,

preservation

and de-preservation,

and acceptance

and transfer

of

aircraft.

Closely monitor

maintenance

actions

to

ensure aircraft

are identified

for

Functional

Check Flights

when required.

Monitor

and control

fuel/de-fuel

requirements,

cannibalization

actions,

lost/missing

items/tools,

and down aircraft

recovery efforts.

Coordinate

with

all maintenance

work centers

to

ensure compliance with

applicable Foreign

Object

Damage (FOD) prevention

rules and regulations.

Evaluate

existing

methods,

systems

and potential

improvements

for

compliance with

maintenance

requirements

and to ensure cost

effectiveness,

productivity

and personnel safety.

Actively

support

the

Company's

safety

philosophy and programs.

Investigate

all accidents

and injuries of

assigned personnel and take

action

to

prevent

similar incidents.

Submit

to

the

Site

Manager any recommendations

for

manpower,

materials,

facilities

and capital

equipment.

Maintain

appropriate

records of

all work accomplished.

Required to

perform

computer

input

functions.

Interview,

select,

and train

new employees.

Instruct

assigned employees on proper methods

and procedures as required.

Investigate

and resolve employee's

complaints.

Be

thoroughly

familiar

with

the

Collective

Bargaining

Agreement

(CBA) and resolve Step

1 grievances in accordance with

the

CBA.

Be

thoroughly

familiar

with

and support

Company policies and procedures.

Discipline employees as needed to

enforce

Company policies,

directives

and CBA

requirements

following

progressive disciplinary procedures.
